When the National Public Safety Commission finds that a specified business operator is in violation, in relation to its business, of the provisions prescribed in the preceding Article, it may state its opinion to an administrative agency (excluding a Prefectural Public Safety Commission; the same applies hereinafter in this Article) to the effect that the agency should issue the order under the provisions of the preceding Article to that specified business operator or, in the case where a disposition such as suspension of business may be imposed on the ground of that violation under the provisions of other laws and regulations, that the agency should impose that disposition on that specified business operator.
The National Public Safety Commission may, to the extent necessary for stating its opinion under the provisions of the preceding paragraph, request a specified business operator to submit reports or materials concerning its business, or instruct a prefectural police that it finds appropriate to conduct necessary investigations.
