In applying this Act, care must be taken not to unjustly infringe on the rights of the citizens, and this Act must never be abused for any other purpose deviating from its original purpose.
この法律の適用に当たっては、国民の権利を不当に侵害しないように留意し、その本来の目的を逸脱して他の目的のためにこれを濫用するようなことがあってはならない。
