Unless otherwise provided for in these Supplementary Provisions, the provisions of this Act also apply to matters that arose before this Act comes into effect; provided, however, that this does not preclude the effect that arose under the provisions of the Act on the Protection of Buildings, the Land Lease Act, and the Building Lease Act prior to their repeal under the provisions of Article 2 of the Supplementary Provisions.
