If permission is to be granted under Article 4, paragraph (1), the Commissioner of the Immigration Services Agency is to issue a document stating that permission is granted to permanently reside in Japan as a special permanent resident (hereinafter referred to as the "special permanent residence permit"), via the mayor of the municipality in which the place of residence is situated.
出入国在留管理庁長官は、第四条第一項の許可をする場合には、特別永住者として本邦で永住することを許可する旨を記載した書面（以下「特別永住許可書」という。）を、居住地の市町村の長を経由して、交付するものとする。
If permission is to be granted under paragraph (1) of the preceding Article, the Commissioner of the Immigration Services Agency is to have the immigration inspector issue a special permanent residence permit.
