The purpose of this Act is, in order to ensure the appropriate implementation of the child and child-rearing support prescribed in Article 7, paragraph (1) of the Act on Support for Children and Child-rearing (Act No. 65 of 2012), under the basic recognition that parents and other guardians have primary responsibility for child-rearing, to contribute to the stability of life in households, etc. and to promote the sound growth of children who will bear responsibility for the society of the next generation, by paying child allowance to persons who are raising children.
この法律は、子ども・子育て支援法（平成二十四年法律第六十五号）第七条第一項に規定する子ども・子育て支援の適切な実施を図るため、父母その他の保護者が子育てについての第一義的責任を有するという基本的認識の下に、児童を養育している者に児童手当を支給することにより、家庭等における生活の安定に寄与するとともに、次代の社会を担う児童の健やかな成長に資することを目的とする。
