Article 50

第五十条

A person who, by deception or other wrongful means, has inspected or caused another person to inspect a partial copy of the basic resident register under Article 11-2, paragraph (1), or a person who, in violation of paragraph (7) of that Article, has used inspected information for a purpose other than the purpose of use, or has provided it to a person other than the person making the request, the inspector, the person designated by an individual applicant to handle inspected information, and the person designated by a corporate applicant to handle inspected information pertaining to that inspected information, is subject to a non-criminal fine of not more than 300,000 yen; provided, however, that this does not apply where a punishment should be imposed pursuant to the provisions of Article 45.

偽りその他不正の手段により第十一条の二第一項の規定による住民基本台帳の一部の写しの閲覧をし、若しくはさせた者又は同条第七項の規定に違反して、当該閲覧事項を利用目的以外の目的のために利用し、若しくは当該閲覧事項に係る申出者、閲覧者、個人閲覧事項取扱者及び法人閲覧事項取扱者以外の者に提供した者は、三十万円以下の過料に処する。ただし、第四十五条の規定により刑を科すべきときは、この限りでない。

In Article 11-2 and Article 50, a person named by an individual applicant (申出者) to inspect a partial copy of the Basic Resident Register (住民基本台帳), whom the mayor has approved to handle the information learned by the inspection (閲覧事項).

A copy of the part of a municipality's Basic Resident Register (住民基本台帳) that shows each resident's name and its kana reading, date of birth, sex and address (Article 7, items (i) to (iii) and (vii)) — or, where the register is kept on magnetic disk, a document listing those details — which Articles 11 and 11-2 let public bodies and certain other applicants inspect.

申出者（もうしでしゃ）
In Article 11-2 and Article 50, a person or corporation (including an association with a representative or administrator) that applies to the mayor to inspect a partial copy of the Basic Resident Register (住民基本台帳) for public-interest surveys or research, public-interest activities of a public organisation for local residents' welfare, or certain non-commercial checks of where someone lives, such as for bringing a lawsuit.

In Article 11-2 and Article 50, the purpose, stated in the application, for which an applicant (申出者) will use the information learned by inspecting a partial copy of the Basic Resident Register (住民基本台帳).
第三項
person designated by a corporate applicant to handle inspected information
法人閲覧事項取扱者（ほうじんえつらんじこうとりあつかいしゃ）
In Article 11-2 and Article 50, the persons a corporate applicant (申出者) designates, from among the inspectors (閲覧者) and the officers, employees or members it has named, as the only ones who may handle the information learned by the inspection (閲覧事項).

In Article 11-2 and Article 50, a person who actually inspects a partial copy of the Basic Resident Register (住民基本台帳) on an application under Article 11-2.
