The purpose of the Organization is to operate the retirement allowance mutual aid system for employees of small and medium-sized enterprises under the provisions of this Act, and to carry out operations to promote the systematic accumulation of property by workers (meaning workers prescribed in Article 2, item (i) of the Workers' Property Accumulation Promotion Act (Act No. 92 of 1971)).
機構は、この法律の規定による中小企業の従業員に係る退職金共済制度を運営するとともに、勤労者（勤労者財産形成促進法（昭和四十六年法律第九十二号）第二条第一号に規定する勤労者をいう。）の計画的な財産形成の促進の業務を行うことを目的とする。
