An application for new inspection (excluding that relating to a light motor vehicle subject to inspection or a two-wheeled small-sized motor vehicle) must be filed at the same time as the application for new registration.
The Minister of Land, Infrastructure, Transport and Tourism may request a person who intends to undergo a new inspection to present records concerning the inspection and maintenance of the motor vehicle.

If, as a result of the new inspection, the Minister of Land, Infrastructure, Transport and Tourism finds that the motor vehicle conforms to the safety standards, the Minister must issue a motor vehicle inspection certificate to the user of that motor vehicle. In this case, the Minister must designate a vehicle number for a light motor vehicle subject to inspection and a two-wheeled small-sized motor vehicle.
The issuance of a motor vehicle inspection certificate under the preceding paragraph for a motor vehicle other than a light motor vehicle subject to inspection and a two-wheeled small-sized motor vehicle must be made after new registration of that motor vehicle has been made.
Article 61Validity Period of Motor Vehicle Inspection Certificates

The validity period of a motor vehicle inspection certificate is one year for a motor vehicle used for motor vehicle transport business that transports passengers, a motor vehicle used for transporting cargo, and a private-use motor vehicle specified by Order of the Ministry of Land, Infrastructure, Transport and Tourism, other than a light motor vehicle subject to inspection, and two years for other motor vehicles.

In the case of reissuance of a motor vehicle inspection certificate pursuant to Article 70, the validity period of the newly issued motor vehicle inspection certificate is the remaining period of the validity period of the previous motor vehicle inspection certificate.
When the Minister of Land, Infrastructure, Transport and Tourism finds that the user of a motor vehicle having its base of operations in a certain area is unable to undergo a continuing inspection due to a natural disaster or other unavoidable reason, the Minister may give public notice that the validity period of the motor vehicle inspection certificate of a motor vehicle having its base of operations in that area is extended for a specified period.
When public notice under the preceding paragraph has been given, the validity period of the motor vehicle inspection certificate of a motor vehicle having its base of operations in that area is deemed to have been extended as provided by the public notice.
The provisions of Article 67, paragraph (1) do not apply to the extension of the validity period of a motor vehicle inspection certificate under the preceding paragraph.
Article 62Continuing Inspection

In this case, the user of that motor vehicle must submit that motor vehicle inspection certificate to the Minister.
When the Minister of Land, Infrastructure, Transport and Tourism finds as a result of the continuing inspection that the motor vehicle conforms to the safety standards, the Minister is to record the validity period on that motor vehicle inspection certificate and return it to the user of that motor vehicle, and when the Minister finds that the motor vehicle does not conform to the safety standards, the Minister is not to return that motor vehicle inspection certificate to the user of that motor vehicle.
The provisions of Article 59, paragraph (3) apply mutatis mutandis to continuing inspection.

Article 63Extraordinary Inspection
The Minister of Land, Infrastructure, Transport and Tourism may, when finding that, for a certain range of motor vehicles or light motor vehicles exempt from inspection, the structure, equipment or performance may not conform to the safety standards because accidents are occurring at a significant rate or for other reasons, give public notice, specifying a period, that those motor vehicles or light motor vehicles exempt from inspection are to undergo an extraordinary inspection under the following paragraph.
The user of a motor vehicle relating to the public notice under the preceding paragraph (limited to registered motor vehicles, and light motor vehicles subject to inspection and two-wheeled small-sized motor vehicles that have been designated a vehicle number; the same applies hereinafter in this Article) or of a light motor vehicle exempt from inspection must, within the period under that paragraph relating to that public notice, present that motor vehicle or light motor vehicle exempt from inspection and undergo the extraordinary inspection conducted by the Minister of Land, Infrastructure, Transport and Tourism; provided, however, that for a motor vehicle relating to the public notice under that paragraph for which a motor vehicle inspection certificate whose validity period expires before the last day of the period under that paragraph relating to that public notice has been issued, the time for undergoing the extraordinary inspection may be the time of intending to use it after the expiry of that validity period.
The provisions of Article 59, paragraph (3), the second sentence of paragraph (1) of the preceding Article and paragraph (2) of that Article apply mutatis mutandis to extraordinary inspection.
A motor vehicle inspection certificate relating to a motor vehicle relating to the public notice under paragraph (1) that has not undergone an extraordinary inspection within the period under that paragraph relating to that public notice, and that is valid on the last day of that period, loses its effect after that period elapses. In this case, the user of that motor vehicle must promptly return that motor vehicle inspection certificate to the Minister of Land, Infrastructure, Transport and Tourism.
When, as a result of the extraordinary inspection, the Minister of Land, Infrastructure, Transport and Tourism finds that the light motor vehicle exempt from inspection conforms to the safety standards, the Minister is to issue an extraordinary inspection pass mark to its user.
A light motor vehicle exempt from inspection relating to the public notice under paragraph (1) must not be used for operation, within the period specified by Order of the Ministry of Land, Infrastructure, Transport and Tourism that follows the period under that paragraph relating to that public notice, unless it displays an extraordinary inspection pass mark as prescribed by Order of the Ministry of Land, Infrastructure, Transport and Tourism.
The provisions of paragraphs (2) and (4) do not apply to a motor vehicle relating to the public notice under paragraph (1) that has undergone a new inspection or an inspection for change of structure, etc. on or after the date of that public notice and by the last day of the period under that paragraph relating to that public notice, or to the motor vehicle inspection certificate relating to it.
