第二条（準備行為）
The Minister of Finance and the competent minister for the business may, even before the day on which this Act comes into effect (referred to as the "Effective Date" in the following Article), hear the opinions of the Council on Customs, Tariffs, Foreign Exchange, and Other Transactions in the same manner as provided for in Article 27-2, paragraph (2) and Article 28-2, paragraph (2) of the Foreign Exchange and Foreign Trade Act after its amendment by this Act (hereinafter referred to as the "New Act").
財務大臣及び事業所管大臣は、この法律の施行の日（次条において「施行日」という。）前においても、この法律による改正後の外国為替及び外国貿易法（以下「新法」という。）第二十七条の二第二項及び第二十八条の二第二項の規定の例により、関税・外国為替等審議会の意見を聴くことができる。
