Supplementary Provisions, Article 1Effective Date

第一条(施行期日)

This Act comes into effect as of the day on which the comes into effect; provided, however, that the provisions set forth in the following items come into effect as of the days specified in those items.

この法律は、の施行の日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。

Supplementary Provisions, Article 21Transitional Measures Associated with the Partial Amendment of the Labor Union Act

第二十一条(労働組合法の一部改正に伴う経過措置)

A person who, at the time this Act comes into effect, is a member of the Central Labour Relations Commission and was appointed based on the recommendation of a specified incorporated administrative agency provided for in prior to the amendment by , or of a labor union formed or joined by employees of a specified incorporated administrative agency provided for in , is, until the day before the day on which new members are first appointed after this Act comes into effect upon the expiration of the term of office of the members, deemed, with regard to the application of of the new Act on Labor Relations of Agency Engaged in Administrative Execution, to be a member appointed based on the recommendation of an agency engaged in administrative execution provided for in Article 19-3, paragraph (2) of the Labor Union Act as amended by , or of a labor union formed or joined by employees of an agency engaged in administrative execution provided for in that paragraph.

この法律の施行の際現に中央労働委員会の委員である者であって、の規定による改正前のに規定する特定独立行政法人又はに規定する特定独立行政法人職員が結成し、若しくは加入する労働組合の推薦に基づき任命されたものは、この法律の施行後初めて委員の任期の満了による新たな委員の任命が行われる日の前日までは、の規定の適用については、の規定による改正後の労働組合法第十九条の三第二項に規定する行政執行法人又は同項に規定する行政執行法人職員が結成し、若しくは加入する労働組合の推薦に基づき任命された委員とみなす。

Supplementary Provisions, Article 28Effect of Dispositions

第二十八条(処分等の効力)

A disposition, procedure, or other act done or to be done, before this Act comes into effect, pursuant to the provisions of the respective Acts prior to the amendment by this Act (including orders based on them), for which there is a corresponding provision in the respective Acts after the amendment by this Act (including orders based on them; hereinafter referred to in this Article as "new laws and regulations"), is, except where otherwise provided for in an Act (including a Cabinet Order based on it), deemed to be a disposition, procedure, or other act done or to be done pursuant to the corresponding provisions of the new laws and regulations.

この法律の施行前にこの法律による改正前のそれぞれの法律(これに基づく命令を含む。)の規定によってした又はすべき処分、手続その他の行為であってこの法律による改正後のそれぞれの法律(これに基づく命令を含む。以下この条において「新法令」という。)に相当の規定があるものは、法律(これに基づく政令を含む。)に別段の定めのあるものを除き、新法令の相当の規定によってした又はすべき処分、手続その他の行為とみなす。

Supplementary Provisions, Article 29Transitional Measures Concerning Penal Provisions

第二十九条(罰則に関する経過措置)

With regard to the application of penal provisions to an act committed before this Act comes into effect, and to an act committed after this Act comes into effect in a case where provisions are to remain in force pursuant to the provisions of these Supplementary Provisions, the provisions then in force continue to govern.

この法律の施行前にした行為及びこの附則の規定によりなおその効力を有することとされる場合におけるこの法律の施行後にした行為に対する罰則の適用については、なお従前の例による。

Supplementary Provisions, Article 30Delegation of Other Transitional Measures to Cabinet Order, etc.

第三十条(その他の経過措置の政令等への委任)

Beyond what is provided for in Article 3 through the preceding Article of the Supplementary Provisions, the transitional measures necessary in connection with the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order (or, for matters under the jurisdiction of the National Personnel Authority, by rules of the National Personnel Authority).

附則第三条から前条までに定めるもののほか、この法律の施行に関し必要な経過措置(罰則に関する経過措置を含む。)は、政令(人事院の所掌する事項については、人事院規則)で定める。
