A person who has not submitted an object notwithstanding the order to submit objects by the Labour Relations Commission (excluding persons who are not the party to the procedure for examination) may not offer evidence for the object to the court to prove facts which could be certified by the object specified in the order to submit objects; provided, however, that this does not apply when it is found that there are legitimate grounds for not submitting the object.
