When the Minister of the Environment or a prefectural governor finds it particularly necessary to promote public use of hot spring within the area designated pursuant to the provisions of the preceding Article, they may issue necessary instructions to the managers of hot spring facilities regarding the improvement of the facilities or their management methods, pursuant to the provisions of the Order of the Ministry of the Environment.
