A condition may be added to a license or authorization under this Act and it may be changed.

The conditions in the preceding paragraph must be limited to the minimum necessary to prevent the occurrence of hygiene and health hazards due to the abuse of Cannabis and undue obligations must not be imposed upon a person who receives a license or authorization.
