Article 5-3Duty of Confidentiality

第五条の三（秘密保持義務）

Persons who engage or engaged in the administrative processes of a council must not divulge any secret learned in the course of those administrative processes, without legitimate grounds for doing so.

協議会の事務に従事する者又は従事していた者は、正当な理由がなく、協議会の事務に関して知り得た秘密を漏らしてはならない。

協議会（きょうぎかい）
A council that a prefecture (都道府県) must try to set up, alone or jointly, and a municipality (市町村) may set up, made up of the relevant bodies, organizations, people whose work concerns preventing spousal violence (配偶者からの暴力) and protecting victims (被害者), and others concerned, to prevent that violence and protect victims.
