The Cabinet, in association with the enforcement of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Act on Proper Technical Intern Training and Protection of Technical Intern Trainees (Act No. 60 of 2024), and pursuant to the provisions of Article 15, paragraph (7) and Article 23 of the Supplementary Provisions of that Act, Article 69-2, paragraph (1) of the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951), Article 31, paragraph (1) and Article 104, paragraphs (1), (3) and (4) of the Act on Proper Implementation of Employment for Skill Development and Protection of Skill Development Employees (Act No. 89 of 2016), and the provisions of related Acts, establishes this Cabinet Order.
内閣は、出入国管理及び難民認定法及び外国人の技能実習の適正な実施及び技能実習生の保護に関する法律の一部を改正する法律（令和六年法律第六十号）の施行に伴い、並びに同法附則第十五条第七項及び第二十三条、出入国管理及び難民認定法（昭和二十六年政令第三百十九号）第六十九条の二第一項、外国人の育成就労の適正な実施及び育成就労外国人の保護に関する法律（平成二十八年法律第八十九号）第三十一条第一項並びに第百四条第一項、第三項及び第四項並びに関係法律の規定に基づき、この政令を制定する。
