The General Affairs Division is in charge of the following affairs (excluding, in the General Affairs Divisions of the Tokyo Regional Immigration Services Bureau, the Nagoya Regional Immigration Services Bureau and the Osaka Regional Immigration Services Bureau, the affairs listed in items (v) to (xi), and, in the General Affairs Division of the Fukuoka Regional Immigration Services Bureau, the affairs listed in items (vi) to (ix) and item (xi)):
総務課は、次に掲げる事務（東京出入国在留管理局、名古屋出入国在留管理局及び大阪出入国在留管理局の総務課においては第五号から第十一号までに掲げる事務を、福岡出入国在留管理局の総務課においては第六号から第九号まで及び第十一号に掲げる事務を除く。）をつかさどる。
matters concerning the custody of official seals;
公印の保管に関すること。
matters concerning the receipt, dispatch, compilation and preservation of official documents;
公文書類の接受、発送、編集及び保存に関すること。
matters concerning liaison and coordination of the affairs under jurisdiction within the bureau (excluding the affairs prescribed in Article 7, paragraph (3) and Article 8, paragraph (3));
matters concerning external relations, public relations and administrative consultation;
渉外、広報及び行政相談に関すること。
matters concerning personnel affairs, such as the appointment and dismissal, remuneration, disciplinary action and service of employees;
職員の任免、給与、懲戒、服務その他の人事に関すること。
matters concerning the budget, settlement of accounts and accounting, and audits of accounting;
予算、決算及び会計並びに会計の監査に関すること。
matters concerning claims;
債権に関すること。
matters concerning money in custody;
保管金に関すること。
matters concerning the management of administrative property and articles belonging to the regional immigration services bureau;
地方出入国在留管理局所属の行政財産及び物品の管理に関すること。
matters concerning the welfare of employees;
職員の福利厚生に関すること。
matters concerning the safety management of employees;
職員の安全管理に関すること。
matters concerning the general affairs of the Immigration Detention Facilities Visiting Committee (limited to the Tokyo Regional Immigration Services Bureau and the Osaka Regional Immigration Services Bureau);
入国者収容所等視察委員会の庶務に関すること（東京出入国在留管理局及び大阪出入国在留管理局に限る。）。
matters concerning statistical reports; and
統計報告に関すること。
in addition to what is listed in the preceding items, matters concerning the affairs under the jurisdiction of the regional immigration services bureau that do not fall under the jurisdiction of others.
前各号に掲げるもののほか、地方出入国在留管理局の所掌事務で他の所掌に属しないものに関すること。
