Pursuant to the provisions of Article 31, paragraph (5), Article 32, paragraph (3) and Article 33, paragraph (2) of the Act for Establishment of the Ministry of Justice (Act No. 93 of 1999), a Ministerial Order for the complete revision of the Rules for Organization of Regional Immigration Bureaus (Ministry of Justice Order No. 13 of 2001) is established as follows.
法務省設置法（平成十一年法律第九十三号）第三十一条第五項、第三十二条第三項及び第三十三条第二項の規定に基づき、地方入国管理局組織規則（平成十三年法務省令第十三号）の全部を改正する省令を次のように定める。
Article 1Divisions, etc. Established in Regional Immigration Services Bureaus
第一条（地方出入国在留管理局に置く課等）
The following divisions and offices are to be established in a regional immigration services bureau:
General Affairs Division;
Personnel Division (limited to the Tokyo Regional Immigration Services Bureau, the Nagoya Regional Immigration Services Bureau and the Osaka Regional Immigration Services Bureau);
Accounting Division (limited to the Tokyo Regional Immigration Services Bureau, the Nagoya Regional Immigration Services Bureau, the Osaka Regional Immigration Services Bureau and the Fukuoka Regional Immigration Services Bureau);
Supplies Division (limited to the Tokyo Regional Immigration Services Bureau);
Clinic (limited to the Tokyo Regional Immigration Services Bureau, the Nagoya Regional Immigration Services Bureau and the Osaka Regional Immigration Services Bureau).
地方出入国在留管理局に、次に掲げる課及び室を置く。
総務課
職員課（東京出入国在留管理局、名古屋出入国在留管理局及び大阪出入国在留管理局に限る。）
会計課（東京出入国在留管理局、名古屋出入国在留管理局、大阪出入国在留管理局及び福岡出入国在留管理局に限る。）
用度課（東京出入国在留管理局に限る。）
診療室（東京出入国在留管理局、名古屋出入国在留管理局及び大阪出入国在留管理局に限る。）
In addition to the divisions and offices listed in the preceding paragraph, one superintendent, two chief immigration inspectors and one chief immigration control officer are to be established in each of the Sapporo Regional Immigration Services Bureau, the Sendai Regional Immigration Services Bureau and the Takamatsu Regional Immigration Services Bureau; one superintendent, three examination superintendents, two enforcement superintendents, 20 chief immigration inspectors and 11 chief immigration control officers in the Tokyo Regional Immigration Services Bureau; one examination superintendent, one enforcement superintendent, 11 chief immigration inspectors and five chief immigration control officers in the Nagoya Regional Immigration Services Bureau; one examination superintendent, one enforcement superintendent, nine chief immigration inspectors and five chief immigration control officers in the Osaka Regional Immigration Services Bureau; one superintendent, three chief immigration inspectors and one chief immigration control officer in the Hiroshima Regional Immigration Services Bureau; and one superintendent, four chief immigration inspectors and one chief immigration control officer in the Fukuoka Regional Immigration Services Bureau.
前項に掲げる課及び室のほか、札幌出入国在留管理局、仙台出入国在留管理局及び高松出入国在留管理局にそれぞれ監理官一人、首席審査官二人及び首席入国警備官一人を、東京出入国在留管理局に監理官一人、審査監理官三人、警備監理官二人、首席審査官二十人及び首席入国警備官十一人を、名古屋出入国在留管理局に審査監理官一人、警備監理官一人、首席審査官十一人及び首席入国警備官五人を、大阪出入国在留管理局に審査監理官一人、警備監理官一人、首席審査官九人及び首席入国警備官五人を、広島出入国在留管理局に監理官一人、首席審査官三人及び首席入国警備官一人を、福岡出入国在留管理局に監理官一人、首席審査官四人及び首席入国警備官一人を置く。
The General Affairs Division is in charge of the following affairs (excluding, in the General Affairs Divisions of the Tokyo Regional Immigration Services Bureau, the Nagoya Regional Immigration Services Bureau and the Osaka Regional Immigration Services Bureau, the affairs listed in items (v) to (xi), and, in the General Affairs Division of the Fukuoka Regional Immigration Services Bureau, the affairs listed in items (vi) to (ix) and item (xi)):
総務課は、次に掲げる事務（東京出入国在留管理局、名古屋出入国在留管理局及び大阪出入国在留管理局の総務課においては第五号から第十一号までに掲げる事務を、福岡出入国在留管理局の総務課においては第六号から第九号まで及び第十一号に掲げる事務を除く。）をつかさどる。
matters concerning the custody of official seals;
公印の保管に関すること。
matters concerning the receipt, dispatch, compilation and preservation of official documents;
公文書類の接受、発送、編集及び保存に関すること。
matters concerning liaison and coordination of the affairs under jurisdiction within the bureau (excluding the affairs prescribed in Article 7, paragraph (3) and Article 8, paragraph (3));
matters concerning external relations, public relations and administrative consultation;
渉外、広報及び行政相談に関すること。
matters concerning personnel affairs, such as the appointment and dismissal, remuneration, disciplinary action and service of employees;
職員の任免、給与、懲戒、服務その他の人事に関すること。
matters concerning the budget, settlement of accounts and accounting, and audits of accounting;
予算、決算及び会計並びに会計の監査に関すること。
matters concerning claims;
債権に関すること。
matters concerning money in custody;
保管金に関すること。
matters concerning the management of administrative property and articles belonging to the regional immigration services bureau;
地方出入国在留管理局所属の行政財産及び物品の管理に関すること。
matters concerning the welfare of employees;
職員の福利厚生に関すること。
matters concerning the safety management of employees;
職員の安全管理に関すること。
matters concerning the general affairs of the Immigration Detention Facilities Visiting Committee (limited to the Tokyo Regional Immigration Services Bureau and the Osaka Regional Immigration Services Bureau);
入国者収容所等視察委員会の庶務に関すること（東京出入国在留管理局及び大阪出入国在留管理局に限る。）。
matters concerning statistical reports; and
統計報告に関すること。
in addition to what is listed in the preceding items, matters concerning the affairs under the jurisdiction of the regional immigration services bureau that do not fall under the jurisdiction of others.
前各号に掲げるもののほか、地方出入国在留管理局の所掌事務で他の所掌に属しないものに関すること。
The Personnel Division is in charge of the affairs listed in items (v) and (x) of the preceding Article.
The Accounting Division is in charge of the affairs listed in Article 2, items (vi) to (ix) and item (xi) (excluding, in the Accounting Division of the Tokyo Regional Immigration Services Bureau, the affairs listed in items (ix) and (xi)).
会計課は、第二条第六号から第九号まで及び第十一号に掲げる事務（東京出入国在留管理局の会計課においては第九号及び第十一号に掲げる事務を除く。）をつかさどる。
The Supplies Division is in charge of the affairs listed in Article 2, items (ix) and (xi).
The Clinic is in charge of the following affairs:
診療室は、次に掲げる事務をつかさどる。
matters concerning medical care, epidemic prevention, health and sanitation; and
医療、防疫、保健及び衛生に関すること。
matters concerning the receipt, issue and custody of medical supplies and sanitary materials.
医療品及び衛生材料の受払及び保管に関すること。
