What this law does
- This Ministry of Justice Order was made under Articles 31(5), 32(3) and 33(2) of the Act for Establishment of the Ministry of Justice (法務省設置法, Act No. 93 of 1999), a separate Act, and wholly revised the earlier Regional Immigration Bureau organisation rules (地方入国管理局組織規則, Ministry of Justice Order No. 13 of 2001). It came into force on 1 April 2019.(Enacting Stmt. 1, Suppl. Prov.(1)) (the provisions it rests on)

- Every regional immigration services bureau has a general affairs division (総務課); the Tokyo, Nagoya and Osaka bureaus also have a personnel division (職員課) and a clinic (診療室), those three and Fukuoka an accounts division (会計課), and Tokyo a supplies division (用度課). The Order places senior officials in eight bureaus: Sapporo, Sendai, Tokyo, Nagoya, Osaka, Hiroshima, Takamatsu and Fukuoka.(Art. 1(1), Art. 1(2)) (the provisions it rests on)
- Chief immigration inspectors (首席審査官) handle the inspection side of a bureau's work: landing permission, departure and re-entry permits, acquiring and changing status of residence and extending the period of stay, permanent residence, residence cards, certificates of eligibility, refugee and complementary protection recognition, examination of violations, written detention and deportation orders, supervision measures (監理措置), provisional release, departure orders, oral hearings and special permission to stay, among others. Tables for each bureau divide this work among them, for example by the status of residence a foreign national holds or seeks.(Art. 7(1), Art. 7(2)) (the provisions it rests on)
- Chief immigration control officers (首席入国警備官) handle the enforcement side: investigating violations, preventing violations that are grounds for deportation, executing written detention and deportation orders with the escort and removal that involves, the security of detention facilities, the treatment, admission and release of detainees, visits and correspondence, and the carrying and use of weapons, among others.(Art. 8(1)) (the provisions it rests on)
- The Order names the district offices (支局) — Narita Airport, Haneda Airport and Yokohama under Tokyo, Chubu Airport under Nagoya, Kansai Airport and Kobe under Osaka, and Naha under Fukuoka — and sets their divisions and officials; the four airport district offices have a forged and altered documents office (偽変造文書対策室) that examines passports, visas and other documents.(Art. 13(1), Art. 13(2), Art. 15(1)) (the provisions it rests on)
- The names and locations of the branch offices (出張所) of each bureau and district office are in the appended table (別表), and each branch office covers the same area as the bureau or district office it belongs to.(Art. 20(1), Art. 20(2), Appended Table 1) (the provisions it rests on)
