Pursuant to the provisions of Article 31, paragraph (5), Article 32, paragraph (3) and Article 33, paragraph (2) of the Act for Establishment of the Ministry of Justice (Act No. 93 of 1999), a Ministerial Order for the complete revision of the Rules for Organization of Regional Immigration Bureaus (Ministry of Justice Order No. 13 of 2001) is established as follows.
法務省設置法（平成十一年法律第九十三号）第三十一条第五項、第三十二条第三項及び第三十三条第二項の規定に基づき、地方入国管理局組織規則（平成十三年法務省令第十三号）の全部を改正する省令を次のように定める。
Article 1Divisions, etc. Established in Regional Immigration Services Bureaus
第一条（地方出入国在留管理局に置く課等）
The following divisions and offices are to be established in a regional immigration services bureau:
General Affairs Division;
Personnel Division (limited to the Tokyo Regional Immigration Services Bureau, the Nagoya Regional Immigration Services Bureau and the Osaka Regional Immigration Services Bureau);
Accounting Division (limited to the Tokyo Regional Immigration Services Bureau, the Nagoya Regional Immigration Services Bureau, the Osaka Regional Immigration Services Bureau and the Fukuoka Regional Immigration Services Bureau);
Supplies Division (limited to the Tokyo Regional Immigration Services Bureau);
Clinic (limited to the Tokyo Regional Immigration Services Bureau, the Nagoya Regional Immigration Services Bureau and the Osaka Regional Immigration Services Bureau).
地方出入国在留管理局に、次に掲げる課及び室を置く。
総務課
職員課（東京出入国在留管理局、名古屋出入国在留管理局及び大阪出入国在留管理局に限る。）
会計課（東京出入国在留管理局、名古屋出入国在留管理局、大阪出入国在留管理局及び福岡出入国在留管理局に限る。）
用度課（東京出入国在留管理局に限る。）
診療室（東京出入国在留管理局、名古屋出入国在留管理局及び大阪出入国在留管理局に限る。）
In addition to the divisions and offices listed in the preceding paragraph, one superintendent, two chief immigration inspectors and one chief immigration control officer are to be established in each of the Sapporo Regional Immigration Services Bureau, the Sendai Regional Immigration Services Bureau and the Takamatsu Regional Immigration Services Bureau; one superintendent, three examination superintendents, two enforcement superintendents, 20 chief immigration inspectors and 11 chief immigration control officers in the Tokyo Regional Immigration Services Bureau; one examination superintendent, one enforcement superintendent, 11 chief immigration inspectors and five chief immigration control officers in the Nagoya Regional Immigration Services Bureau; one examination superintendent, one enforcement superintendent, nine chief immigration inspectors and five chief immigration control officers in the Osaka Regional Immigration Services Bureau; one superintendent, three chief immigration inspectors and one chief immigration control officer in the Hiroshima Regional Immigration Services Bureau; and one superintendent, four chief immigration inspectors and one chief immigration control officer in the Fukuoka Regional Immigration Services Bureau.
前項に掲げる課及び室のほか、札幌出入国在留管理局、仙台出入国在留管理局及び高松出入国在留管理局にそれぞれ監理官一人、首席審査官二人及び首席入国警備官一人を、東京出入国在留管理局に監理官一人、審査監理官三人、警備監理官二人、首席審査官二十人及び首席入国警備官十一人を、名古屋出入国在留管理局に審査監理官一人、警備監理官一人、首席審査官十一人及び首席入国警備官五人を、大阪出入国在留管理局に審査監理官一人、警備監理官一人、首席審査官九人及び首席入国警備官五人を、広島出入国在留管理局に監理官一人、首席審査官三人及び首席入国警備官一人を、福岡出入国在留管理局に監理官一人、首席審査官四人及び首席入国警備官一人を置く。
The General Affairs Division is in charge of the following affairs (excluding, in the General Affairs Divisions of the Tokyo Regional Immigration Services Bureau, the Nagoya Regional Immigration Services Bureau and the Osaka Regional Immigration Services Bureau, the affairs listed in items (v) to (xi), and, in the General Affairs Division of the Fukuoka Regional Immigration Services Bureau, the affairs listed in items (vi) to (ix) and item (xi)):
総務課は、次に掲げる事務（東京出入国在留管理局、名古屋出入国在留管理局及び大阪出入国在留管理局の総務課においては第五号から第十一号までに掲げる事務を、福岡出入国在留管理局の総務課においては第六号から第九号まで及び第十一号に掲げる事務を除く。）をつかさどる。
matters concerning the custody of official seals;
公印の保管に関すること。
matters concerning the receipt, dispatch, compilation and preservation of official documents;
公文書類の接受、発送、編集及び保存に関すること。
matters concerning liaison and coordination of the affairs under jurisdiction within the bureau (excluding the affairs prescribed in Article 7, paragraph (3) and Article 8, paragraph (3));
matters concerning external relations, public relations and administrative consultation;
渉外、広報及び行政相談に関すること。
matters concerning personnel affairs, such as the appointment and dismissal, remuneration, disciplinary action and service of employees;
職員の任免、給与、懲戒、服務その他の人事に関すること。
matters concerning the budget, settlement of accounts and accounting, and audits of accounting;
予算、決算及び会計並びに会計の監査に関すること。
matters concerning claims;
債権に関すること。
matters concerning money in custody;
保管金に関すること。
matters concerning the management of administrative property and articles belonging to the regional immigration services bureau;
地方出入国在留管理局所属の行政財産及び物品の管理に関すること。
matters concerning the welfare of employees;
職員の福利厚生に関すること。
matters concerning the safety management of employees;
職員の安全管理に関すること。
matters concerning the general affairs of the Immigration Detention Facilities Visiting Committee (limited to the Tokyo Regional Immigration Services Bureau and the Osaka Regional Immigration Services Bureau);
入国者収容所等視察委員会の庶務に関すること（東京出入国在留管理局及び大阪出入国在留管理局に限る。）。
matters concerning statistical reports; and
統計報告に関すること。
in addition to what is listed in the preceding items, matters concerning the affairs under the jurisdiction of the regional immigration services bureau that do not fall under the jurisdiction of others.
前各号に掲げるもののほか、地方出入国在留管理局の所掌事務で他の所掌に属しないものに関すること。
The Personnel Division is in charge of the affairs listed in items (v) and (x) of the preceding Article.
The Accounting Division is in charge of the affairs listed in Article 2, items (vi) to (ix) and item (xi) (excluding, in the Accounting Division of the Tokyo Regional Immigration Services Bureau, the affairs listed in items (ix) and (xi)).
会計課は、第二条第六号から第九号まで及び第十一号に掲げる事務（東京出入国在留管理局の会計課においては第九号及び第十一号に掲げる事務を除く。）をつかさどる。
The Supplies Division is in charge of the affairs listed in Article 2, items (ix) and (xi).
The Clinic is in charge of the following affairs:
診療室は、次に掲げる事務をつかさどる。
matters concerning medical care, epidemic prevention, health and sanitation; and
医療、防疫、保健及び衛生に関すること。
matters concerning the receipt, issue and custody of medical supplies and sanitary materials.
医療品及び衛生材料の受払及び保管に関すること。
Article 7Duties of the Chief Immigration Inspector
第七条（首席審査官の職務）
The chief immigration inspector is in charge of the following affairs.
首席審査官は、次に掲げる事務をつかさどる。
Matters concerning permission for landing of foreign nationals (excluding the affairs listed in items (xviii) and (xxx)).
Matters concerning the departure of foreign nationals, permission for re-entry, and revocation of permission for re-entry.
外国人の出国並びに再入国の許可及び再入国の許可の取消しに関すること。
Matters concerning the departure and return of Japanese nationals.
日本人の出国及び帰国に関すること。
Matters concerning the responsibilities of the captains of vessels or aircraft and of carriers prescribed in Chapter VI of the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951; hereinafter referred to as the "Immigration Control Act").
出入国管理及び難民認定法（昭和二十六年政令第三百十九号。以下「入管法」という。）第六章に規定する船舶等の長及び運送業者の責任に関すること。
Matters concerning the acquisition and change of status of residence of foreign nationals, extension of the period of stay, and permission to engage in an activity other than that permitted under the status of residence previously granted and revocation of such permission.
外国人の在留資格の取得及び変更、在留期間の更新並びに資格外活動の許可及び資格外活動の許可の取消しに関すること。
Matters concerning permission for permanent residence of foreign nationals.
外国人の永住の許可に関すること。
Matters concerning revocation of the status of residence of foreign nationals.
外国人の在留資格の取消しに関すること。
Matters concerning the issuance of certificates of authorization for employment.
就労資格証明書の交付に関すること。
Matters concerning the preparation, issuance and return of residence cards.
在留カードの作成、交付及び返納に関すること。
Matters concerning the preparation, issuance and return of special permanent resident certificates (excluding the affairs set forth in the provisions of Article 7, paragraph (2) of the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan (Act No. 71 of 1991; hereinafter referred to as the "Special Act")).
特別永住者証明書の作成、交付及び返納に関すること（日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法（平成三年法律第七十一号。以下「特例法」という。）第七条第二項の規定に掲げる事務を除く。）。
Matters concerning measures under Article 3, paragraph (3) of the Act on Certification Business of the Japan Agency for Local Authority Information Systems in Relation to Electronic Signatures, etc. (Act No. 153 of 2002) as applied mutatis mutandis with replaced terms pursuant to Article 3-3, paragraph (2) of that Act (including as applied mutatis mutandis pursuant to Article 9, paragraph (2) of that Act and as applied mutatis mutandis with replaced terms pursuant to Article 10, paragraph (2) of that Act), and under Article 22, paragraph (3) of that Act as applied mutatis mutandis with replaced terms pursuant to Article 22-3, paragraph (2) of that Act (including as applied mutatis mutandis pursuant to Article 28, paragraph (2) of that Act and as applied mutatis mutandis with replaced terms pursuant to Article 29, paragraph (2) of that Act).
電子署名等に係る地方公共団体情報システム機構の認証業務に関する法律（平成十四年法律第百五十三号）第三条の三第二項（同法第九条第二項において準用する場合及び同法第十条第二項において読み替えて準用する場合を含む。）において読み替えて準用する同法第三条第三項及び同法第二十二条の三第二項（同法第二十八条第二項において準用する場合及び同法第二十九条第二項において読み替えて準用する場合を含む。）において読み替えて準用する同法第二十二条第三項の規定による措置に関すること。
Matters concerning measures under Article 18-5, paragraph (5) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (Act No. 27 of 2013).
行政手続における特定の個人を識別するための番号の利用等に関する法律（平成二十五年法律第二十七号）第十八条の五第五項の規定による措置に関すること。
Matters concerning the management of mid- to long-term residence of foreign nationals (excluding the affairs listed in item (ix) and the preceding two items, and the affairs concerning notification of the place of residence of mid- to long-term residents).
Matters concerning the issuance of certificates of eligibility.
在留資格認定証明書の交付に関すること。
Matters concerning the registration of registered support organizations.
登録支援機関の登録に関すること。
Matters concerning the planning and drafting, coordination and promotion of matters relating to residence support (meaning support for enabling foreign nationals who lawfully reside in Japan to reside stably and smoothly; the same applies in the following item).
在留支援（本邦に適法に在留する外国人が安定的かつ円滑に在留することができるようにするための支援をいう。次号において同じ。）に関する事項の企画及び立案、調整並びに推進に関すること。
Matters concerning assistance for residence support provided by local governments and private organizations.
地方公共団体及び民間の団体が行う在留支援の支援に関すること。
Matters concerning permission for landing for temporary refuge.
一時庇護のための上陸の許可に関すること。
Matters concerning the recognition of refugees and the recognition of persons eligible for complementary protection, and the revocation of recognition of refugees and the revocation of recognition of persons eligible for complementary protection.
難民の認定及び補完的保護対象者の認定並びに難民の認定の取消し及び補完的保護対象者の認定の取消しに関すること。
Matters concerning permission for provisional stay.
仮滞在の許可に関すること。
Matters concerning the issuance of refugee travel documents and orders to return them.
難民旅行証明書の交付及び返納命令に関すること。
Matters concerning the examination under Article 45, paragraph (1) of the Immigration Control Act (hereinafter referred to as "violation examination").
入管法第四十五条第一項の規定による審査（以下「違反審査」という。）に関すること。
Matters concerning the issuance of written detention orders and written deportation orders.
収容令書及び退去強制令書の発付に関すること。
Matters concerning supervision measures.
監理措置に関すること。
Matters concerning the release and provisional release of detainees and the revocation of provisional release.
被収容者の放免、仮放免及び仮放免の取消しに関すること。

入管法第五十二条第十二項の規定による命令に関すること。

Matters concerning requests for an administrative review (hereinafter simply referred to as "requests for an administrative review") against dispositions not to recognize refugees and dispositions not to recognize persons eligible for complementary protection, inaction regarding applications for recognition of refugees and inaction regarding applications for recognition of persons eligible for complementary protection, and revocation of recognition of refugees and revocation of recognition of persons eligible for complementary protection.

The chief immigration inspectors (examination management) of the Tokyo Regional Immigration Services Bureau, the Nagoya Regional Immigration Services Bureau, the Osaka Regional Immigration Services Bureau and the Fukuoka Regional Immigration Services Bureau are in charge of, in addition to the affairs prescribed in the preceding paragraph, affairs concerning liaison and coordination of the duties of the chief immigration inspectors within the bureau.
東京出入国在留管理局、名古屋出入国在留管理局、大阪出入国在留管理局及び福岡出入国在留管理局の審査管理担当の首席審査官は、前項に規定する事務のほか、局内の首席審査官の職務の連絡調整に関する事務をつかさどる。
Article 8Duties of the Chief Immigration Control Officer
第八条（首席入国警備官の職務）
The chief immigration control officer is in charge of the following affairs.
首席入国警備官は、次に掲げる事務をつかさどる。
Matters concerning the planning and drafting of basic policies on the affairs that immigration control officers are to perform as listed in Article 61-3-2, paragraph (2) of the Immigration Control Act (hereinafter referred to as "enforcement work").
入管法第六十一条の三の二第二項に掲げる入国警備官が行うこととされている事務（以下「警備業務」という。）に関する基本方針の企画及び立案に関すること。
Matters concerning investigation into violations.
違反調査に関すること。
Matters concerning the prevention of violations pertaining to grounds for deportation.
退去強制事由に係る違反の防止に関すること。
Matters concerning the execution of written detention orders and written deportation orders and the escort and repatriation for that execution.
収容令書及び退去強制令書の執行並びにその執行のための護送及び送還に関すること。
Matters concerning procedures for satisfying the requirements for repatriation of persons subject to deportation.
被退去強制者の送還要件具備手続に関すること。
Matters concerning security and safety relating to detention facilities and other facilities where detainees are held.
収容場その他の被収容者を収容する施設に係る警備及び保安に関すること。

Article 18Duties of the Superintendent of a District Office
第十八条（支局の監理官の職務）
The superintendent of a district office, upon receiving orders, oversees the affairs concerning important matters relating to the affairs under the jurisdiction of the district office.
支局の監理官は、命を受けて、支局の所掌事務に係る重要事項に関する事務を総括する。
The examination superintendent of a district office, upon receiving orders, oversees the affairs listed in the items of Article 7, paragraph (1) and the affairs prescribed in Article 7, paragraph (3).
Article 20Names, Locations and Jurisdictional Areas of Branch Offices
第二十条（出張所の名称、位置及び管轄区域）
The names and locations of branch offices of regional immigration services bureaus and branch offices of district offices of regional immigration services bureaus are as set forth in the Appended Table.
地方出入国在留管理局の出張所及び地方出入国在留管理局の支局の出張所の名称及び位置は、別表のとおりとする。
The jurisdictional area of a branch office of a regional immigration services bureau and of a branch office of a district office of a regional immigration services bureau is the same as the jurisdictional area of the regional immigration services bureau or district office at which the branch office is located.
地方出入国在留管理局の出張所及び地方出入国在留管理局の支局の出張所の管轄区域は、当該出張所が置かれる地方出入国在留管理局又は支局の管轄区域と同一とする。
Article 21Head of a Branch Office

The head of a branch office is appointed by the appointing authority from among persons occupying posts designated by the Commissioner of the Immigration Services Agency.

The chief immigration inspectors (examination management) of the Chitose-Tomakomai Branch Office of the Sapporo Regional Immigration Services Bureau, Fukuoka Airport Branch Office of the Fukuoka Regional Immigration Services Bureau and Naha Airport Branch Office of the Naha District Office of the Fukuoka Regional Immigration Services Bureau are in charge of, in addition to the affairs prescribed in the preceding paragraph, the affairs concerning liaison and coordination of the duties of the chief immigration inspectors within the branch office.
札幌出入国在留管理局千歳苫小牧出張所、福岡出入国在留管理局福岡空港出張所及び福岡出入国在留管理局那覇支局那覇空港出張所の審査管理担当の首席審査官は、前項に規定する事務のほか、出張所内の首席審査官の職務の連絡調整に関する事務をつかさどる。
Article 24Duties of Superintendents Established in Branch Offices
第二十四条（出張所に置く監理官の職務）
A superintendent established in a branch office, under orders, oversees the affairs concerning important matters pertaining to the affairs under the jurisdiction of the branch office.
出張所に置く監理官は、命を受けて、出張所の所掌事務に係る重要事項に関する事務を総括する。
Article 25Senior Immigration Inspectors
第二十五条（統括審査官）
Not more than 421 senior immigration inspectors are to be established across regional immigration services bureaus, district offices of regional immigration services bureaus, branch offices of regional immigration services bureaus and branch offices of district offices of regional immigration services bureaus.
地方出入国在留管理局、地方出入国在留管理局の支局、地方出入国在留管理局の出張所及び地方出入国在留管理局の支局の出張所を通じて統括審査官四百二十一人以内を置く。
The assignment of senior immigration inspectors is determined by the Commissioner of the Immigration Services Agency.
統括審査官の配置は、出入国在留管理庁長官が定める。
A senior immigration inspector, under orders, oversees those of the affairs listed in the items of Article 7, paragraph (1) and the affairs prescribed in paragraph (3) of that Article that pertain to the share of duties designated by the bureau director.

Not more than 70 examination guidance officers are to be established across regional immigration services bureaus, district offices of regional immigration services bureaus, branch offices of regional immigration services bureaus and branch offices of district offices of regional immigration services bureaus.

地方出入国在留管理局、地方出入国在留管理局の支局、地方出入国在留管理局の出張所及び地方出入国在留管理局の支局の出張所を通じて統括入国警備官百五十二人以内を置く。

Article 27Stationing of Employees
第二十七条（職員の駐在）
If the bureau director finds it necessary, the bureau director may have an employee work stationed at a place other than the place where the office in which the employee serves is located.
局長は、必要があると認めるときは、職員を、その勤務庁の所在する地以外の地に駐在勤務させることができる。
Article 28Miscellaneous Provisions
第二十八条（雑則）
In addition to what is provided for in this Ministerial Order, the details of the division of affairs and other details of the organization are determined by the bureau director with the approval of the Commissioner of the Immigration Services Agency.
この省令に定めるもののほか、事務分掌その他組織の細目は、局長が出入国在留管理庁長官の承認を受けて定める。
