Article 2 · (Definitions)第二条（定義）

    The term "Individual Number Card" as used in this Act means the cards on which the information listed below (other than that listed in item (v) (for a foreign resident (meaning a foreign resident as set forth in Article 30-45 of the Residential Basic Book Act; the same applies in the following paragraph), excluding the information listed below other than that listed in itemitems (ii)) and (v); referred to as "Information Written on the Card" in this paragraph) is contained, the photograph of the person themselves is included except if the age of the person themselves on the date of the application under Article 16-2, paragraph (1) is under the age specified by order of the competent ministry, and in which these the Information Written on the Card, the information listed in that item and the photograph of the person themselves (in that case, the Information Written on the Card and the information listed in that item) and other information specified by order of the competent ministry (hereinafter collectively referred to as "Card Information") are recorded by electronic or magnetic means (meaning electronic form, magnetic form, or any other form that cannot be perceived by human senses; the same applies in Article 18 and Article 18-5, paragraph (2) of this Acthereinafter), and on which, pursuant to this Act or Orders issued thereunder, measures provided for by order of the competent ministry as necessary for preventing viewing or alteration by persons other than those authorized to view or alter Card Information, have been applied.

    この法律において「個人番号カード」とは、次に掲げる事項のうち第五号に掲げるもの以外のもの（外国人住民（住民基本台帳法第三十条の四十五に規定する外国人住民をいう。次項において同じ。）にあっては、次に掲げる事項のうち第二号及び第五号に掲げる事項を除くもの以外のもの。以下この項において「カード記載事項」という。）が記載され、第十六条の二第一項の申請の日において本人の年齢が主務省令で定める年齢に満たない場合を除き本人の写真が表示され、かつ、これらの事項カード記載事項及び同号に掲げる事項並びに本人の写真（当該場合にあっては、カード記載事項及び同号に掲げる事項）その他主務省令で定める事項（以下「カード記録事項」という。）が電磁的方法（電子的方法、磁気的方法その他人の知覚によって認識することができない方法をいう。第十八条及び第十八条の五第二項において以下同じ。）により記録されたカードであって、この法律又はこの法律に基づく命令で定めるところによりカード記録事項を閲覧し、又は改変する権限を有する者以外の者による閲覧又は改変を防止するために必要なものとして主務省令で定める措置が講じられたものをいう。

Article 16 · (Measures of Identity Verification)第十六条（本人確認の措置）

    When receiving the provision of an Individual Number from the person themselves pursuant to the provisions of Article 14, paragraph (1), a Person in Charge of a Process Using an Individual Number, etc. must take one of the measures set forth in the following items:. However, if the Person in Charge of a Process Using an Individual Number, etc. receives the provision of an Individual Number in connection with the handling of a Process Using an Individual Number, etc. that is specified by order of the competent ministry as a Process Using an Individual Number, etc. in which information concerning sex is used in that Process Using an Individual Number, etc., and takes the measure set forth in item (i), it must also take a measure to confirm, by electronic or magnetic means, the information concerning sex recorded on the Individual Number Card.

    個人番号利用事務等実施者は、第十四条第一項の規定により本人から個人番号の提供を受けるときは、次の各号のいずれかに掲げる措置をとらなければならない。ただし、当該個人番号利用事務等において性別に係る情報を利用している個人番号利用事務等として主務省令で定めるものの処理に関し個人番号の提供を受ける場合において、第一号の措置をとるときは、併せて、個人番号カードに記録された性別に係る情報を電磁的方法により確認する措置をとらなければならない。

  • AddedSupplementary Provisions, Article 2, paragraph (1)

    With regard to the matters stated on an Individual Number Card that has actually been issued at the time the provisions set forth in item (iii) of the preceding Article come into effect, and to the measures of identity verification in the case where a Person in Charge of a Process Using an Individual Number, etc. (meaning a Person in Charge of a Process Using an Individual Number, etc. prescribed in Article 12 of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures) is presented with that Individual Number Card, the provisions then in force continue to govern.

    前条第三号に掲げる規定の施行の際現に発行されている個人番号カードの記載事項及び個人番号利用事務等実施者（行政手続における特定の個人を識別するための番号の利用等に関する法律第十二条に規定する個人番号利用事務等実施者をいう。）が当該個人番号カードの提示を受けた場合における本人確認の措置については、なお従前の例による。
