Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures

This Act comes into effect on April 1, 2027; provided, however, that the provisions set forth in the following items come into effect on the dates specified respectively in those items:

the provisions of Articles 2, 4 and 6, the provisions in Article 7 amending Article 703-4, paragraph (1), item (i) and paragraph (3), item (i), (a) and item (ii), (d) of the Local Tax Act, the provisions in Article 8 amending the table of contents of the Act on Assurance of Medical Care for Elderly People, the provisions amending Article 104, paragraphs (1) and (3), Article 116, paragraph (2), items (i) through (iv), the title of Subsection 5, Section 4, Chapter IV, Article 124-2 (including its heading), Article 124-3 (including its heading), Article 124-4 (including its heading), Article 124-5 (including its heading), Article 124-6 (including its heading), Article 124-7, paragraph (1), Article 124-8, Article 124-9, Article 134, paragraph (2), Article 139, paragraph (1), item (iii), Article 142, Article 146, paragraph (3) and Article 148 of that Act, and the provisions deleting Article 15 of the Supplementary Provisions of that Act, the provisions of Article 10 (excluding the amending provisions set forth in items (ii) and (iv)), the provisions of Article 11 (excluding the amending provisions set forth in items (ii) and (iv)), and the provisions of Articles 12, 15, 16 and 18, as well as the provisions of Articles 13 through 15, 18, 19, 22, 23, 26, 29, 30, 32 through 35 and 37 of the Supplementary Provisions, the provisions in Article 39 of the Supplementary Provisions amending the row for the National Health Insurance Act (Act No. 192 of 1958) in Appended Table 1 of the Local Autonomy Act (excluding the amending provisions set forth in item (iv)), the provisions in Article 41 of the Supplementary Provisions amending row 72-3 of Appended Table 1 of the Residential Basic Book Act (Act No. 81 of 1967) and the provisions amending Appended Table 2 and Appended Table 4 of that Act, the provisions of Articles 42, 43 and 45 of the Supplementary Provisions, the provisions in Article 48 of the Supplementary Provisions amending Article 6 of the Act Partially Amending the Medical Care Act, etc. (Act No. 87 of 2025) (limited to the part replacing "childbirth and childcare grant" with "childbirth grant") and the provisions amending Articles 10 and 11 of that Act, and the provisions of Article 49 of the Supplementary Provisions: the date specified by Cabinet Order within a period not exceeding two years from the date of promulgation.
