第一節 基本方針
第三十条の三
The Minister of Health, Labour and Welfare, in accordance with the comprehensive securing policy prescribed in Article 3, paragraph (1) of the Act on Promotion of Comprehensive Securing of Medical and Long-Term Care in Communities (Act No. 64 of 1989) and the medical information digitalization promotion policy prescribed in Article 11-2, paragraph (1) of that Act, is to set forth a basic policy (hereinafter referred to as the "basic policy") for ensuring the presence of a system that efficiently delivers good quality and appropriate medical care (hereinafter referred to as the "medical care delivery system").
厚生労働大臣は、地域における医療及び介護の総合的な確保の促進に関する法律（平成元年法律第六十四号）第三条第一項に規定する総合確保方針及び同法第十一条の二第一項に規定する医療情報化推進方針に即して、良質かつ適切な医療を効率的に提供する体制（以下「医療提供体制」という。）の確保を図るための基本的な方針（以下「基本方針」という。）を定めるものとする。
The basic policy is to prescribe the following particulars:
基本方針においては、次に掲げる事項について定めるものとする。
particulars that should form the basis of any measures to be undertaken for ensuring the medical care delivery system;
医療提供体制の確保のため講じようとする施策の基本となるべき事項
basic particulars related to investigation and research into ensuring the medical care delivery system;
医療提供体制の確保に関する調査及び研究に関する基本的な事項
particulars related to targets for ensuring the medical care delivery system;
医療提供体制の確保に係る目標に関する事項
basic particulars related to the sharing of functions and cooperation between medical institutions, and to promoting the provision of information that concerns medical care functions to recipients of medical care;
医療提供施設相互間の機能の分担及び業務の連携並びに医療を受ける者に対する医療提供施設の機能に関する情報の提供の推進に関する基本的な事項
basic particulars related to the regional medical care vision prescribed in Article 30-4, paragraph (2) item (vii);
第三十条の四第二項第七号に規定する地域医療構想に関する基本的な事項
basic particulars related to the promotion of the differentiation and coordination of bed functions (meaning the contents of medical care provided in hospital or clinic beds in accordance with the medical conditions of patients; the same applies hereinafter) in the region and the provision of information about bed functions to medical care recipients;
basic particulars related to ensuring the medical care delivery system for outpatient medical care;
外来医療に係る医療提供体制の確保に関する基本的な事項
basic particulars related to ensuring the primary care function;
かかりつけ医機能の確保に関する基本的な事項
basic particulars related to ensuring the availability of physicians;
医師の確保に関する基本的な事項
basic particulars related to ensuring the availability of medical care professionals (excluding physicians);
医療従事者（医師を除く。）の確保に関する基本的な事項
basic particulars related to the preparation of the medical care plans provided for in Article 30-4, paragraph (1), and to evaluating the status of implementation of activities under medical care plans; and
other important particulars related to ensuring the medical care delivery system.
その他医療提供体制の確保に関する重要事項
When the Minister of Health, Labour and Welfare intends to set or change the basic policy, the Minister is to consult with the heads of the relevant administrative organs.
厚生労働大臣は、基本方針を定め、又はこれを変更しようとするときは、関係行政機関の長に協議するものとする。
When the Minister of Health, Labour and Welfare has set forth or amended the basic policy, the minister is to provide a public notice thereof without delay.
厚生労働大臣は、基本方針を定め、又はこれを変更したときは、遅滞なく、これを公表するものとする。
第三十条の三の二
When the Minister of Health, Labour and Welfare finds it necessary in order to set down or change the particulars listed in item (v) or (vi) of paragraph (2) of the preceding Article, the minister may request the prefectural governor or the establisher or administrator of a hospital, etc. subject to a report on medical institution functions, etc. prescribed in Article 30-13, paragraph (2) to provide the content of the report provided for in paragraph (1) of that Article and other necessary information, pursuant to an Order of the Ministry of Health, Labour and Welfare.
厚生労働大臣は、前条第二項第五号又は第六号に掲げる事項を定め、又はこれを変更するために必要があると認めるときは、都道府県知事又は第三十条の十三第二項に規定する医療機関機能等報告対象病院等の開設者若しくは管理者に対し、厚生労働省令で定めるところにより、同条第一項の規定による報告の内容その他の必要な情報の提供を求めることができる。
When the Minister of Health, Labour and Welfare finds it necessary in order to set down or change the particulars listed in item (vii) of paragraph (2) of the preceding Article, the minister may request the prefectural governor or the establisher or administrator of a hospital, etc. subject to a report on outpatient functions prescribed in Article 30-18-2, paragraph (1) or of a clinic without beds prescribed in Article 30-18-3, paragraph (1) to provide the details of a report under the provisions of Article 30-18-2, paragraph (1) or Article 30-18-3, paragraph (1) and other necessary information, pursuant to an Order of the Ministry of Health, Labour and Welfare.
厚生労働大臣は、前条第二項第七号に掲げる事項を定め、又はこれを変更するために必要があると認めるときは、都道府県知事又は第三十条の十八の二第一項に規定する外来機能報告対象病院等若しくは第三十条の十八の三第一項に規定する無床診療所の開設者若しくは管理者に対し、厚生労働省令で定めるところにより、第三十条の十八の二第一項又は第三十条の十八の三第一項の規定による報告の内容その他の必要な情報の提供を求めることができる。
When the Minister of Health, Labour and Welfare finds it necessary in order to set down or change the particulars listed in item (viii) of paragraph (2) of the preceding Article, the minister may request the prefectural governor or the establisher or administrator of a hospital, etc. subject to a report on primary care functions prescribed in Article 30-18-4, paragraph (1) to provide the content of the report provided for in the same paragraph and other necessary information, pursuant to an Order of the Ministry of Health, Labour and Welfare.
厚生労働大臣は、前条第二項第八号に掲げる事項を定め、又はこれを変更するために必要があると認めるときは、都道府県知事又は第三十条の十八の四第一項に規定するかかりつけ医機能報告対象病院等の開設者若しくは管理者に対し、厚生労働省令で定めるところにより、同項の規定による報告の内容その他の必要な情報の提供を求めることができる。
