一a health insurance society that is to be covered by the provision of grants is to fall under either of the following:

イa health insurance society whose required premium rate (meaning the rate obtained by dividing the estimated amount of the expenses required for the benefits relating to medical care provided by each health insurance society in that year (excluding other benefits prescribed in Article 53 of the Act; hereinafter referred to as "medical care benefits") and for payment of young-old payments, etc., aid for the old-old, etc., day laborer contributions, and contributions for securing medical care in the early phase of an epidemic, etc. (the amount after deducting the amount of childbirth and childcare grants (where there is a young-old subsidy, the amount of childbirth and childcare grants and the young-old subsidy)) by the estimated amount of the total sum of the total amount of standard monthly remuneration and the total amount of standard bonus amounts of the insured persons who are members of that health insurance society in that year; the same applies hereinafter) is the average required premium rate of all health insurance societies that are members of the federation or more, and for which it is found necessary to lighten the financial burden relating to the provision of medical care benefits, the implementation of healthcare services and welfare services, and the payment of young-old payments, etc., aid for the old-old, etc., day laborer contributions, and contributions for securing medical care in the early phase of an epidemic, etc.;

ロa health insurance society other than a health insurance society listed in (a), for which it is found necessary to mitigate the impact in light of the occurrence of high-cost medical care benefits, a decline in the level of remuneration and other factors having a considerable impact on the financial situation of health insurance societies relating to the provision of medical care benefits, the implementation of healthcare services and welfare services, and the payment of young-old payments, etc., aid for the old-old, etc., day laborer contributions, and contributions for securing medical care in the early phase of an epidemic, etc.;

二the scale of the project for the provision of grants and the method of their provision are to be such that, with respect to the projects carried out by health insurance societies, consideration is given so as not to impede the autonomous management of health insurance societies and not to cause the business efforts of health insurance societies to be lost.
