This Act comes into effect on the date of promulgation; provided, however, that the provisions of Article 6 of the Supplementary Provisions (excluding the provisions amending Article 14, paragraph (2) of the Act to Facilitate the Employment of Persons with Disabilities (excluding the part replacing "Article 27, paragraph (3)" with "Article 54, paragraph (3)")), Articles 7, 8 and 10, and Articles 12 through 19 of the Supplementary Provisions come into effect on October 1, 2003.

A disposition, procedure or other act carried out pursuant to the provisions of the Former Disabilities Employment Act (excluding Article 54) or the Former Elderly Employment Act (excluding Article 34) is deemed to be a disposition, procedure or other act carried out pursuant to the corresponding provisions of the General Rules Act, this Act, the Act to Facilitate the Employment of Persons with Disabilities as amended by the provisions of Article 6 of the Supplementary Provisions, or the Act on Employment Security of Elderly Persons as amended by the provisions of the preceding Article.

With regard to the application of penal provisions to acts committed before the provisions of Articles 6 and 7 of the Supplementary Provisions come into effect and to acts committed after this Act comes into effect in the cases where the provisions then in force continue to govern pursuant to the provisions of these Supplementary Provisions, the provisions then in force continue to govern.

In addition to what is provided for in Articles 2 through 4 and the preceding three Articles of the Supplementary Provisions, transitional measures necessary in connection with the establishment of the Organization and other transitional measures necessary in connection with the enforcement of this Act are specified by Cabinet Order.
