Article 12-8

①With respect to a person for whom the validity period of a license has expired (excluding a person who continues to hold a license), a person whose license has been revoked pursuant to Article 12-6, paragraph (1) or paragraph (2) of the preceding Article, and a person who is required to give notification pursuant to paragraph (3) of that Article (hereinafter in this Article referred to as a "person whose license has expired, etc."), only in the case where the person whose license has expired, etc. transfers Cannabis that the person owns or manages to a type 1 Cannabis plant harvesting cultivator, a Cannabis plant research cultivator, or the founder of a narcotics research facility (meaning a narcotics research facility prescribed in Article 2, paragraph (1), item (xxiii) of the Narcotics and Psychotropics Control Act) within 50 days from the date on which any of these grounds arose, Article 24, paragraph (1) and Article 26, paragraph (3) of that Act do not apply to that transfer and receipt, and Article 28, paragraph (1) of that Act does not apply to the possession of that Cannabis and narcotics by the person whose license has expired, etc. during that period.

②A person whose license has expired, etc. must, within 50 days from the date on which a ground prescribed in the preceding paragraph arose, transfer to a Cannabis plant cultivator, or dispose of, seeds not treated against germination that the person owns or manages.

③When a person whose license has expired, etc. has transferred the Cannabis referred to in paragraph (1) pursuant to that paragraph, or has transferred the seeds not treated against germination referred to in the preceding paragraph pursuant to that paragraph, the person must, within 15 days, notify the prefectural governor of the name and quantity of that Cannabis or those seeds not treated against germination, the date of the transfer, and the name or title and address of the transferee.
