The provisions then in force continue to govern the application of penal provisions to acts committed before the effective date and to acts committed on or after the effective date in the cases where the provisions then in force continue to govern pursuant to the provisions of Article 2, paragraph (1), Article 3, paragraph (1), Article 4, Article 5, paragraphs (1), (9), (17), (19), and (21), and Article 6, paragraphs (1) and (3) of the Supplementary Provisions.
