第一条（施行期日等）
This Act comes into effect on the date of promulgation.
この法律は、公布の日から施行する。

第二条
The provisions of Article 30, paragraph (3) as amended apply beginning with the Chair and Commissioners appointed after this Act comes into effect.
改正後の第三十条第三項の規定は、この法律の施行後に任命される委員長及び委員から適用する。
