The provisions of the New Act (excluding penal provisions) also apply to matters that arose before the New Act comes into effect, except as otherwise specifically provided for in these Supplementary Provisions; provided, however, that this does not preclude the effect that arose under the provisions of the Code of Civil Procedure prior to its amendment by the provisions of the preceding Article (referred to below as the "Former Act").
