A person who has received the approval under Article 23, paragraph (3) of the Act must, before using a stamp insurance premium payment register, receive from the Revenue Collecting Officer of the Prefectural Labor Bureau for the payment register the issuance of a ticket necessary to start that stamp insurance premium payment register (hereinafter referred to as the "starting ticket").
法第二十三条第三項の承認を受けた者は、印紙保険料納付計器を使用する前に、納付計器に係る都道府県労働局歳入徴収官から当該印紙保険料納付計器を始動するために必要な票札（以下「始動票札」という。）の交付を受けなければならない。
