①A person who gives the certification under Article 7 as read with terms replaced pursuant to Article 17, paragraph (1) is to report to the Prime Minister, as provided by Cabinet Office Order, on the status of payment of child allowance.

②Prefectural governors and mayors of municipalities may, at the time of the report under the preceding paragraph, submit opinions to the Prime Minister, in light of local circumstances, on matters necessary for the smooth conduct of the affairs to be handled by prefectures or municipalities under the provisions of this Act.
