The Minister of the Environment may designate areas necessary for the development of hot spring facilities (meaning facilities where hot springs are used for public bathing or drinking, facilities where hot springs are used for industrial purposes, and other facilities where hot springs are used; the same applies below) and for the improvement of the environment, to promote public use of hot spring.
