When a prefectural governor makes a disposition under the provisions of Article 3, paragraph (1), or Article 11, paragraph (1), and there is a risk of affecting the amount, temperature, or composition of a hot spring in an adjacent prefecture, the governor must consult with the Minister of the Environment in advance.
When a consultation is held under the provisions of the preceding paragraph, the Minister of the Environment must hear the opinions of the stakeholders of the affected prefectures.
