The purpose of this Act is, by imposing the regulations necessary for ensuring the proper cultivation of Cannabis plants, to prevent hygiene and health hazards due to the abuse of Cannabis in conjunction with the Narcotics and Psychotropics Control Act (Act No. 14 of 1953), and thereby to contribute to public welfare.
