Supplementary Provisions, Article 17, paragraph (1)
旧外国人登録法第四条第一項の規定による登録を受け、施行日の前日において同項に規定する外国人登録原票（以下「登録原票」という。）に登録された居住地が住居地に該当しない中長期在留者は、次の各号に掲げる場合の区分に応じ、当該各号に定める日から十四日以内に、法務省令で定める手続により、住居地の市町村（特別区を含むものとし、地方自治法（昭和二十二年法律第六十七号）第二百五十二条の十九第一項の指定都市にあっては、区又は総合区。以下同じ。）の長に対し、在留カードを提出した上、当該住居地の市町村の長を経由して、法務大臣に対し、その住居地を届け出なければならない。
A mid- to long-term resident who has received registration pursuant to the provisions of Article 4, paragraph (1) of the Former Alien Registration Act and whose residential address registered in the original alien registration record provided for in the same paragraph (hereinafter referred to as the "original registration record") as of the day before the Effective Date does not constitute a place of residence must, according to the categories of cases set forth in the following items, within 14 days from the date specified in the relevant item, notify the Minister of Justice of their place of residence through the mayor of the municipality of the place of residence (including special wards, and wards or administratively consolidated wards in the designated cities prescribed in Article 252-19, paragraph (1) of the Local Autonomy Act (Act No. 67 of 1947); the same applies hereinafter) upon submitting their residence card to the mayor of the municipality of the place of residence, in accordance with the procedures provided for by Ministry of Justice Order.
if the person possesses a registration certificate at the time this Act comes into effect and has a place of residence on the Effective Date: the Effective Date (or, if the person has departed from Japan on the Effective Date, the date on which the person first enters Japan on or after the Effective Date);
if the person possesses a registration certificate at the time this Act comes into effect and settles on a place of residence after the Effective Date: the date of settling on the place of residence;
if the person does not possess a registration certificate at the time this Act comes into effect and has a place of residence on the Effective Date: the date on which the person was issued a residence card pursuant to the provisions of paragraph (3) of the preceding Article;
if the person does not possess a registration certificate at the time this Act comes into effect and settles on a place of residence after the Effective Date: the date of settling on the place of residence or the date on which the person was issued a residence card pursuant to the provisions of paragraph (3) of the preceding Article, whichever is later.
