地区計画に係る特定の地区施設等
The part of land used for district facilities (地区施設) or other facilities a Cabinet Order (政令) specifies, within a district development plan (地区整備計画) area under a district plan (地区計画) in a city plan under the City Planning Act, on which walls and the like may not be built because of a wall-position restriction made binding by a municipal ordinance (条例) under Article 68-2, paragraph (1) of the Building Standards Act.
福祉事務所
A welfare office (福祉に関する事務所) under the Social Welfare Act, which a prefecture or city must, and a town or village may, set up by ordinance (条例) to handle measures under the welfare laws.
災害危険区域
A disaster risk area (災害危険区域) designated under Article 39, paragraph (1) of the Building Standards Act, one of the disaster-prone areas this paragraph lists.
市町村特別給付
An insurance benefit a municipality provides by its own ordinance (条例), beyond long-term care benefits (介護給付) and prevention benefits (予防給付), that helps reduce, or prevent the worsening of, a person's need for long-term care or support (要介護状態等).

In Article 41-8(1), a person recorded in the basic resident register under the Residential Basic Book Act (住民基本台帳法) on 1 January 2015, or treated alike by a Ministry of Finance Order (財務省令), who was not charged the fiscal 2015 municipal inhabitant tax (市町村民税) or was exempted from it by municipal ordinance — other than a dependant of someone who was charged it and others the Order excludes.

福祉事務所
A welfare office (福祉に関する事務所) under the Social Welfare Act, which a prefecture or city must, and a town or village may, set up by ordinance (条例) to handle measures under the welfare laws.
The person designated under Article 9, paragraph (1) to conduct the proceedings on a request for review (審査請求), as Article 11, paragraph (2) defines it; where the reviewing agency (審査庁) is one of the commissions and other bodies listed in Article 9, paragraph (1), or a local ordinance (条例) makes special provision for a disposition based on one, so that no one is designated, Appended Table 1 puts the reviewing agency itself in its place.
負担上限割合
A ratio of 110% or more that a municipality sets by ordinance (条例) for each of residential land (住宅用地), commercial land, etc. (商業地等) and farmland in an urbanization promotion area (市街化区域農地), by which the previous year's tax base is multiplied to cap the year's fixed assets tax (固定資産税) or city planning tax (都市計画税) on residential land, etc. (住宅用地等).
In Article 14, paragraphs (1) and (2) and Article 30 of the supplementary provisions (附則) of Act No. 83 of 2014, a municipality that, finding it hard to start the comprehensive long-term care prevention and daily life support projects (介護予防・日常生活支援総合事業) on 1 April 2015 because it could not secure providers of the category 1 home-visit, day service and daily life support projects or for another reason, said so in a municipal ordinance (条例) before that date; until the date its ordinance sets, no later than 31 March 2017, parts of the earlier provisions continue to apply to its community support projects (地域支援事業) in place of the new ones.
A waiver, of a kind the prefecture's ordinance (条例) specifies as furthering residents' welfare, of all or part of a right to a refund of an admission fee, etc. (入場料金等払戻請求権) arising from the cancellation, etc. of a designated event (指定行事) under Article 5 of the Act on Temporary Special Provisions for Acts concerning National Taxes to Respond to the Impact of Novel Coronavirus Disease, etc.; where it is made in the designated period (指定期間), the taxpayer is treated as having made a donation of the waived amount.
A waiver of all or part of a right to a refund of an admission fee, etc. (入場料金等払戻請求権) arising from the cancellation, etc. of a designated event (指定行事), of a kind the municipality's ordinance (条例) specifies as contributing to residents' welfare, which, made within the designated period, is treated as a donation for the municipal inhabitant tax (市町村民税).
