The national government, prefectures, Municipalities and Societies, and health insurance-covered medical institutions, etc. and other persons involved are to cooperate with each other while collaborating mutually, through the introduction of an electronic eligibility confirmation mechanism and other promotion of the use of information and communications technology in procedures, so that affairs carried out under the provisions of the respective Acts on medical insurance, etc. (meaning the respective Acts on medical insurance prescribed in Article 7, paragraph (1) of the Act on Assurance of Medical Care for Elderly People and the Act on Assurance of Medical Care for Elderly People) and other laws and regulations that provide for benefits relating to medical care are implemented smoothly.
国、都道府県、市町村及び組合並びに保険医療機関等その他の関係者は、電子資格確認の仕組みの導入その他手続における情報通信の技術の利用の推進により、医療保険各法等（高齢者の医療の確保に関する法律第七条第一項に規定する医療保険各法及び高齢者の医療の確保に関する法律をいう。）その他医療に関する給付を定める法令の規定により行われる事務が円滑に実施されるよう、相互に連携を図りながら協力するものとする。
