Article 35-2

The Prime Minister, where they find that, because the case is related to public welfare business, or is of a large scope or is related to business of a special nature, suspension of the operation thereof arising from an act of dispute would gravely hamper the operation of the national economy or gravely imperil the daily lives of the people, may make a decision of an emergency adjustment, but only when such a risk actually exists.

The Prime Minister must, in making the decision set forth in the preceding paragraph, ask the opinion of the Central Labour Relations Commission in advance.

The Prime Minister must, when having made a decision of an emergency adjustment, immediately publicize the decision together with a statement of the reasons therefore, and at the same time notify the Central Labour Relations Commission and the parties concerned.
