女性の職業生活における活躍
Women who work, or wish to work, by their own choice making full use of their individuality and abilities and playing an active part in their working life.
一般事業主
Any employer (事業主) other than the national government and local governments; Article 8 requires one that regularly employs more than 100 workers to make a general employer action plan (一般事業主行動計画) on promoting women's active engagement in professional life.
一般事業主行動計画
A general employer's (一般事業主) plan for the initiatives it will carry out to promote women's active engagement in professional life (女性の職業生活における活躍), setting out the plan period, the goals and the initiatives with when they will be carried out (Article 8, paragraph (2)).

基本方針
The basic policy on promoting women's active engagement in professional life (女性の職業生活における活躍) that the government must set under Article 5, following the fundamental principles (基本原則), so as to carry out its measures for that purpose comprehensively and as one.
特定事業主行動計画
A specified employer's (特定事業主) plan for the initiatives it will carry out to promote women's active engagement in professional life (女性の職業生活における活躍), which Article 19 requires it to make in line with the guidelines on the formulation of the employer action plan (事業主行動計画策定指針).
特定事業主が実施する女性の職業生活における活躍の推進に関する取組に関する計画
協議会
A council that the national and local government bodies doing work to promote women's active engagement in professional life (女性の職業生活における活躍) in a local government's area may set up under Article 27, made up of those bodies and the members added under paragraphs (2) and (3) of that Article, so that initiatives in that area are carried out effectively and smoothly using information such as examples of the measures taken under Article 22.
A certified general employer (認定一般事業主) that the Minister of Health, Labour and Welfare has further certified under Article 12 as meeting the standards a Ministry of Health, Labour and Welfare Order (厚生労働省令) sets — among them having carried out its general employer action plan (一般事業主行動計画) and met its goals, and an especially good record of initiatives to promote women's active engagement in professional life (女性の職業生活における活躍) — and to which Article 8, paragraphs (1) and (7), on making and notifying such a plan, do not apply.
特定事業主
A national or local government body (機関), or the head or officials of one, that a Cabinet Order (政令) specifies, which must make a specified employer action plan (特定事業主行動計画) on promoting women's active engagement in professional life (女性の職業生活における活躍) under Article 19.
The guidelines on drawing up general employer action plans (一般事業主行動計画) and specified employer action plans (特定事業主行動計画) that the Prime Minister, the Minister of Health, Labour and Welfare and the Minister for Internal Affairs and Communications must set under Article 7, in line with the basic policy (基本方針), so that employers can carry out initiatives to promote women's active engagement in professional life (女性の職業生活における活躍) comprehensively and effectively.
認定一般事業主
A general employer (一般事業主) that has notified its general employer action plan (一般事業主行動計画) and that the Minister of Health, Labour and Welfare has certified under Article 9, on its application, as meeting the standards a Ministry of Health, Labour and Welfare Order (厚生労働省令) sets, among them a good record of carrying out initiatives to promote women's active engagement in professional life (女性の職業生活における活躍).
In Articles 16 and 17, a business cooperative (事業協同組合), a federation of cooperatives or another cooperative or federation set up under a special Act that a Ministry of Health, Labour and Welfare Order (厚生労働省令) specifies, or a general incorporated association (一般社団法人) with small and medium-sized employers (中小事業主) as direct or indirect members that meets requirements such an Order sets, which advises and helps its member small and medium-sized employers secure the people they need to carry out initiatives promoting women's active engagement in professional life (女性の職業生活における活躍), and which the Minister of Health, Labour and Welfare has approved, on its application, as meeting the standards a Ministry of Health, Labour and Welfare Order (厚生労働省令) sets for giving that advice and help properly.
事業協同組合、協同組合連合会その他の特別の法律により設立された組合若しくはその連合会であって厚生労働省令で定めるもの又は一般社団法人で中小事業主を直接又は間接の構成員とするもの（厚生労働省令で定める要件に該当するものに限る。）のうち、その構成員である中小事業主に対して女性の職業生活における活躍の推進に関する取組を実施するための人材確保に関する相談及び援助を行うものであって、その申請に基づいて、厚生労働大臣が、当該相談及び援助を適切に行うための厚生労働省令で定める基準に適合する旨の承認を行ったもの
In Article 27, the bodies of the national and local governments that do work and carry out projects to promote women's active engagement in professional life (女性の職業生活における活躍) in a local government's area.
The fundamental principles in Article 2 for promoting women's active engagement in professional life (女性の職業生活における活躍): actively offering women opportunities in hiring, training, promotion, changes of job type or employment status and other parts of working life, in light of the actual gaps between men and women and with regard to workplace practices that reflect fixed gender roles and to women's health; making it possible for men and women to balance work and family life smoothly and continuously; and respecting each woman's own wishes on that balance.
都道府県推進計画
A prefecture's (都道府県) plan for its measures to promote women's active engagement in professional life (女性の職業生活における活躍) in its area, which Article 6 asks it to try to make, taking into account the basic policy (基本方針).
事業主行動計画
In Article 7, a name covering both the general employer action plan (一般事業主行動計画) that Article 8, paragraph (1) provides for and the specified employer action plan (特定事業主行動計画) that Article 19, paragraph (1) provides for.
商品等
In Article 10 and Article 14, paragraph (1), goods, things used to provide services, documents or communications used in advertising goods or services or in transactions, and other things a Ministry of Health, Labour and Welfare Order (厚生労働省令) sets, to which a certified general employer (認定一般事業主) may attach the mark the Minister of Health, Labour and Welfare sets.
市町村推進計画
A municipality's (市町村) plan for its measures to promote women's active engagement in professional life (女性の職業生活における活躍) in its area, which Article 6, paragraph (2) asks it to try to make, taking into account the basic policy (基本方針) and any prefectural promotion plan (都道府県推進計画).
In Article 16, paragraphs (1) and (2), a general employer (一般事業主) that regularly employs no more than 300 workers.
一般事業主であって、常時雇用する労働者の数が三百人以下のもの
In Article 24, certified general employers (認定一般事業主), specially certified general employers (特例認定一般事業主) and other general employers (一般事業主) with a good record on women's active engagement in professional life (女性の職業生活における活躍) or on initiatives to promote it, whose opportunities to win orders from the national and local governments Article 24 has those governments increase.
In Article 27, paragraph (4), the relevant organizations (関係機関) that make up a council (協議会), together with the members added to it under paragraphs (2) and (3) of that Article: persons entrusted with work under Article 22, paragraph (3), organizations of general employers (一般事業主) or their federations, persons with relevant expertise, and others the relevant organizations consider necessary.
In Article 8-2 of the supplementary provisions (附則) of Act No. 63 of 2025, a specified entrusted business operator as defined in Article 2, paragraph (1) of the Act on Ensuring Proper Transactions Involving Specified Entrusted Business Operators (Act No. 25 of 2023): a business on the receiving end of a business entrustment (業務委託) that is either an individual who employs no employees, or a corporation with no officers other than a single representative and no employees.

In Article 8-2 of the supplementary provisions (附則) of Act No. 63 of 2025, a person as defined in Article 2, paragraph (2) of the Act on Ensuring Proper Transactions Involving Specified Entrusted Business Operators (Act No. 25 of 2023): a specified entrusted business operator (特定受託事業者) who is an individual, or the representative of one that is a corporation.
