As well as taking the initiative in employing persons with disabilities and in addition to increasing the understanding of employers and the people in general with regard to the employment of persons with disabilities, the national and local governments must endeavor to comprehensively and effectively advance the necessary measures to facilitate the employment of persons with disabilities and achieve employment stability for them, including taking measures to assist employers, persons with disabilities, and other relevant persons and taking vocational rehabilitation measures that are mindful of the attributes of persons with disabilities.
国及び地方公共団体は、自ら率先して障害者を雇用するとともに、障害者の雇用について事業主その他国民一般の理解を高めるほか、事業主、障害者その他の関係者に対する援助の措置及び障害者の特性に配慮した職業リハビリテーションの措置を講ずる等障害者の雇用の促進及びその職業の安定を図るために必要な施策を、障害者の福祉に関する施策との有機的な連携を図りつつ総合的かつ効果的に推進するように努めなければならない。
