Article 31-3Exemptions

第三十一条の三（適用除外）

The provisions of this Section (excluding Article 28 and the preceding Article) do not apply to a person who is or was a category II EPI insured, a person who is or was a category III EPI insured, or a person who is or was a category IV EPI insured, and any employer of these persons.

第二号厚生年金被保険者であり、若しくはあつた者、第三号厚生年金被保険者であり、若しくはあつた者又は第四号厚生年金被保険者であり、若しくはあつた者及びこれらの者に係る事業主については、この節の規定（第二十八条及び前条を除く。）は、適用しない。

第二号厚生年金被保険者（だいにごうこうせいねんきんひほけんしゃ）
An insured covered by employees' pension insurance (厚生年金保険) who is a member of a national public service personnel mutual aid association (国家公務員共済組合), as Article 2-5, paragraph (1), item (ii) of the Employees' Pension Insurance Act provides; for these insureds the implementing organizations (実施機関), which handle matters such as their status, insured periods, insurance benefits and insurance premiums, are those mutual aid associations and the Federation of National Public Service Personnel Mutual Aid Associations (国家公務員共済組合連合会).

第三号厚生年金被保険者（だいさんごうこうせいねんきんひほけんしゃ）
An insured covered by employees' pension insurance (厚生年金保険) who is a member of a mutual aid association of local government officials (地方公務員共済組合), as Article 2-5, paragraph (1), item (iii) of the Employees' Pension Insurance Act provides; for these insureds the implementing organizations (実施機関), which handle matters such as their status, insured periods, insurance benefits and insurance premiums, are those mutual aid associations, the National Federation of Mutual Aid Associations for Municipal Personnel (全国市町村職員共済組合連合会) and the Pension Fund Association for Local Government Officials (地方公務員共済組合連合会).

category IV EPI insured
第四号厚生年金被保険者（だいよんごうこうせいねんきんひほけんしゃ）
A category IV insured: an insured under Employees' Pension Insurance (厚生年金保険) who is a member of the mutual aid system for private school teachers and staff (私立学校教職員共済制度) under the Private School Personnel Mutual Aid Association Act, for whom the Promotion and Mutual Aid Corporation for Private Schools of Japan (日本私立学校振興・共済事業団) is the implementing organization (実施機関) (Article 2-5, paragraph (1), item (iv)).

事業主（じぎょうぬし）
Throughout this Act except Article 100, paragraphs (1) and (4), Article 102, paragraph (2) and Article 103, the employer (事業主) of a place of business covered by employees' pension insurance (適用事業所), or the employer of another place of business who has consented, under Article 10, paragraph (2), to a person under 70 employed there becoming insured with the approval of the Minister of Health, Labour and Welfare.
