Pursuant to the provisions of the Act on Comprehensively Advancing Labor Measures, Stabilizing the Employment of Workers, and Enriching Workers' Vocational Lives (Act No. 132 of 1966), the national government and the prefectures may pay an allowance to a person who receives the measures to promote employment under the instructions referred to in Article 26, paragraph (1) or (2) during the validity period of their Pocketbook, in an effort to facilitate the person's job-seeking activities and ensure the stability of their livelihoods.
国及び都道府県は、第二十六条第一項又は第二項の指示を受けて就職促進の措置を受ける者に対して、その就職活動を容易にし、かつ、生活の安定を図るため、手帳の有効期間中、労働施策の総合的な推進並びに労働者の雇用の安定及び職業生活の充実等に関する法律（昭和四十一年法律第百三十二号）の規定に基づき、手当を支給することができる。
