高年齢者
People at or above an age a Ministry of Health, Labour and Welfare Order (厚生労働省令) sets.
厚生労働省令で定める年齢以上の者
シルバー人材センター
A general incorporated association or foundation that a prefectural governor (都道府県知事) has designated under Article 37, paragraph (1), one for each municipality's area or group of areas, to secure and provide temporary, short-term or other light work for retired older people who want it.
Elderly persons (高年齢者), that is people at or above an age a Ministry of Health, Labour and Welfare Order (厚生労働省令) sets, together with those not yet elderly persons who are job seekers aged at or above an age such an Order sets (中高年齢者) or are middle-aged and elderly unemployed persons, etc. (中高年齢失業者等).

シルバー人材センター連合
A general incorporated association or foundation with two or more silver human resources centers (シルバー人材センター) as members that a prefectural governor (都道府県知事) has designated under Article 44, paragraph (1) to carry out, over a wider area, the work Article 38, paragraph (1) gives those centers.
The age at which an employer's rules have its workers retire; under Article 8 it may not be set below 60, except for workers doing work a Ministry of Health, Labour and Welfare Order (厚生労働省令) names as hard for elderly persons (高年齢者) to do.
The job-seeker's pocketbook for middle-aged and elderly unemployed persons, etc. (中高年齢失業者等求職手帳) that the head of a Public Employment Security Office (公共職業安定所) issues, on their application, to middle-aged and elderly unemployed persons, etc. (中高年齢失業者等) who have applied there for work and meet the other conditions in Article 22, paragraph (1).
Unemployed people within an age range a Ministry of Health, Labour and Welfare Order (厚生労働省令) sets, and other unemployed people such an Order names as finding work especially hard.

The basic policy the Minister of Health, Labour and Welfare draws up for measures to stabilise the employment of elderly persons and others (高年齢者等).
The measures listed in Article 25, paragraph (1), such as vocational guidance, job placement and vocational training, that the head of a Public Employment Security Office (公共職業安定所) instructs a person issued a Pocketbook (手帳) to receive, under the plan the Minister of Health, Labour and Welfare draws up.
A plan that a local government, alone or with others, draws up after discussion in a council formed under Article 35, paragraph (1), for securing a range of work opportunities for elderly persons (高年齢者) suited to local conditions, and submits to the Minister of Health, Labour and Welfare for consent.
労働者派遣事業
Worker dispatching services (労働者派遣事業): carrying on worker dispatch (労働者派遣) as a business.
A system under which an employer keeps employing an elderly person (高年齢者) it currently employs, if the person wishes, after the mandatory retirement age (定年), including, under Article 9, paragraph (2), employment by a specially related employer (特殊関係事業主) under a contract; introducing one is one of the measures Article 9 requires of an employer whose retirement age is under 65.

求職活動支援書
A document an employer must draw up and give to elderly persons and others (高年齢者等) of a kind a Ministry of Health, Labour and Welfare Order (厚生労働省令) specifies who are to leave because of a dismissal or a similar reason and ask for it, setting out their work history, skills and other matters that will help them find a new job, and the re-employment assistance the employer is giving.
センターの指定区域
The area for which a silver human resources center (シルバー人材センター) was designated under Article 37, paragraph (1), and in which it carries out its work.
This Act as amended by Act No. 60 of 2000.
The area for which a silver human resources center association (シルバー人材センター連合) was designated under Article 44, paragraph (1), as changed under paragraph (2) or (4) of that Article where it has been; no silver human resources center (シルバー人材センター) can be designated for that area.

特定地域
An area the Minister of Health, Labour and Welfare designates as one where it is extremely difficult for unemployed middle-aged and elderly persons (中高年齢者) to find work.

旧中央センター
In the supplementary provisions (附則) of Act No. 60 of 2000, the body that, when that Act came into effect, held a designation under Article 24, paragraph (1) of this Act as it stood before that Act amended it; it is treated as designated under Article 24, paragraph (1) as amended.
The measures, one of which an employer whose mandatory retirement age (定年) is under 65 must take to secure stable employment for its elderly persons (高年齢者) up to 65: raising the retirement age, introducing a continuous employment system (継続雇用制度), or abolishing the retirement age.
In Article 10-2, the time after a worker reaches the mandatory retirement age (定年) or the upper age limit of the employer's continuous employment system (継続雇用制度).

The measures Article 10-2 asks employers to try to take to secure work for elderly persons (高年齢者) from 65 to 70: raising the mandatory retirement age (定年), introducing a continuous employment system for persons 65 years of age or older (六十五歳以上継続雇用制度), abolishing the retirement age, and the measures for start-up support, etc. (創業支援等措置).
The steps, such as seeking out job openings, that an employer is to try to take to help elderly persons eligible for re-employment assistance and other assistance (再就職援助対象高年齢者等) find new work when they leave because of a dismissal not due to their own fault or another reason a Ministry of Health, Labour and Welfare Order (厚生労働省令) sets, and wish to be re-employed.
The Japan Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers (独立行政法人高齢・障害・求職者雇用支援機構), an incorporated administrative agency (独立行政法人), as Article 49, paragraphs (2) and (3) refer to it.
Public construction or restoration works carried out directly by the national government or by corporations set up under special Acts that a Cabinet Order (政令) names because the national government provides all or most of their capital or the main funds for their operations, or by local governments and similar bodies with national contributions or subsidies.

A general incorporated association or foundation set up to promote the welfare of elderly persons (高年齢者) by securing and providing, in an organised way, temporary, short-term or other light work matching the wishes of retired older people; such a body can be designated a silver human resources center (シルバー人材センター) or a silver human resources center association (シルバー人材センター連合).
In Article 43, the designation of a silver human resources center (シルバー人材センター) that a prefectural governor (都道府県知事) makes under Article 37, paragraph (1).
旧都道府県センター
In the supplementary provisions (附則) of Act No. 60 of 2000, a body that, when that Act came into effect, held a designation under Article 40 of this Act as it stood before that Act amended it; it is treated as designated under Article 40 as amended.
In the supplementary provisions (附則) of Act No. 27 of 2012, this Act as it stood before Article 4 of that Act amended it.
People at or above an age a Ministry of Health, Labour and Welfare Order (厚生労働省令) sets; those of them who are seeking work count among the elderly persons and others (高年齢者等) of this Act.
厚生労働省令で定める年齢以上の者
The measures for securing employment for elderly persons up to 65 under Article 9, paragraph (1) (高年齢者雇用確保措置) together with the measures for securing job opportunities for them from 65 to 70 under Article 10-2, paragraph (4) (高年齢者就業確保措置).

特殊関係事業主
An employer in a relationship with the employer concerned that makes it possible to control that employer's management in substance, or another employer a Ministry of Health, Labour and Welfare Order (厚生労働省令) names as specially related to it; a continuous employment system (継続雇用制度) may have such an employer keep a retiring worker employed under a contract between the two.
当該事業主の経営を実質的に支配することが可能となる関係にある事業主その他の当該事業主と特殊の関係のある事業主として厚生労働省令で定める事業主
In Article 9, paragraph (4), the guidelines the Minister of Health, Labour and Welfare sets on how employers carry out and operate the measures for securing employment for elderly persons (高年齢者雇用確保措置), including how a continuous employment system (継続雇用制度) treats people unable to do their work because of a mental or physical disorder.
In Article 10-2, paragraph (5), the guidelines the Minister of Health, Labour and Welfare sets on how the measures for securing job opportunities for elderly persons (高年齢者就業確保措置) are carried out and operated, including how a continuous employment system for persons 65 years of age or older (六十五歳以上継続雇用制度) and the measures for start-up support, etc. (創業支援等措置) treat people unable to do their work because of a mental or physical disorder.
The people, in Article 15, paragraph (1) and Article 16, paragraph (1), whose re-employment an employer is to try to help when they leave their job through a dismissal not caused by their own fault, or for another reason a Ministry of Health, Labour and Welfare Order (厚生労働省令) sets, and wish to be re-employed: elderly persons and others (高年齢者等) it employs who are of a kind such an Order specifies, and others such an Order names.
In Article 32, paragraph (2), the national government and the corporations set up under special Acts that a Cabinet Order (政令) names because the national government provides all or most of their capital or the main funds for their operations.
The ratio, which the Minister of Health, Labour and Welfare may fix by occupation or by area for each type of project, of middle-aged and elderly unemployed persons, etc. (中高年齢失業者等) to all workers employed on a public works project (公共事業) in a Specified Area (特定地域).
The national government, the government-funded corporations, or the local governments and similar bodies that carry out a public works project (公共事業) for which an absorption ratio of unemployed persons (失業者吸収率) has been fixed, including anyone carrying out the project for them under a contract.

全国シルバー人材センター事業協会
The single general incorporated association or foundation the Minister of Health, Labour and Welfare designates nationwide under Article 46 to support silver human resources centers (シルバー人材センター) and their associations, by publicising their work, training their staff, coordinating and guiding them, and collecting and sharing information on their work.
In the supplementary provisions of Act No. 87 of 1999, work of the State, of another local government or of another public body that an organ of a local government managed or carried out under an Act (法律) or a Cabinet Order (政令) before that Act comes into effect, which the local government then handles as its own affairs.
The government agency ranking above the one that made a decision, which hears administrative appeals against that decision.
The date Act No. 60 of 2000, the amending Act these supplementary provisions (附則) belong to, comes into effect.
新中央センター
In Article 2, paragraph (3) of the supplementary provisions (附則) of Act No. 60 of 2000, the Central Elderly Persons, etc. Employment Stabilization Center (中央高年齢者等雇用安定センター) provided for in Article 24, paragraph (2) of this Act as amended by that Act; acts done by or to the former center under the earlier wording are treated as done by or to it.
新都道府県センター
In Article 2, paragraph (3) of the supplementary provisions (附則) of Act No. 60 of 2000, a Prefectural Elderly Persons, etc. Employment Stabilization Center (都道府県高年齢者等雇用安定センター) provided for in Article 41 of this Act as amended by that Act; acts done by or to a former prefectural center under the earlier wording are treated as done by or to it.
創業高年齢者等
In Article 10-2, paragraph (2), item (i), an elderly person (高年齢者) who starts a new business, and others a Ministry of Health, Labour and Welfare Order (厚生労働省令) names, with whom the employer makes a contract for that business, other than an employment contract, under which the employer pays them.
In Article 17, paragraph (1), a dismissal (解雇) not due to the worker's own fault, and other reasons a Ministry of Health, Labour and Welfare Order (厚生労働省令) treats as similar to dismissal.
This Act as amended by Act No. 60 of 1990.
Short name, in Article 1 of the supplementary provisions (附則) of Act No. 45 of 1997, for the Vocational Abilities Development Promotion Act (Act No. 64 of 1969).

In the supplementary provisions (附則) of Act No. 87 of 1999, a permission or other disposition (処分), or another act, done under a law's provisions. Article 160 treats such an act done under the laws as they stood before that Act came into effect, where the official who is to handle the matter changes on the day that Act comes into effect, as done under the corresponding provisions of the laws as that Act amended them, except as Articles 2 to 159 of its supplementary provisions or the transitional provisions of the amended laws, including orders made under them, provide otherwise.
