Operations supervisor

作業主任者(さぎょうしゅにんしゃ)

A person an employer (事業者) must appoint, for each class of work, where the work needs controls to prevent industrial accidents (労働災害) — work in high-pressure chambers (高圧室内作業) and the other work a Cabinet Order (政令) lists — to direct the workers doing that work and to do the other things an Order of the Ministry of Health, Labour and Welfare (厚生労働省令) sets (Industrial Safety and Health Act, Article 14). The supervisor is chosen from among people licensed by the director of the prefectural labor bureau (都道府県労働局長) and people who have completed a skill training course (技能講習) given by someone registered with that director (Article 14). In the industries a Cabinet Order lists, an employer must give safety or health education to foremen and others who newly take on directly guiding or supervising workers at work, but operations supervisors are left out of that duty (Article 60, paragraph (1)).
