Seeds of the Cannabis plant that have been treated by the method prescribed in Article 18 must not be imported by any person other than a person who has received from the Minister of Health, Labour and Welfare, as provided by Order of the Ministry of Health, Labour and Welfare, a certificate to the effect that the seeds of the Cannabis plant have undergone that treatment.
