第二条（検討）
With regard to the long-term care insurance system, taking into consideration the state of the system for providing health care services and welfare services for Persons Requiring Long-Term Care, etc., the state of expenses required for Insurance Benefits, trends in the burden on the people, socioeconomic conditions, etc., and paying attention to measures concerning the welfare of persons with disabilities, consistency with the medical insurance system, etc., and the efficient operation of Insured Long-Term Care Projects conducted by Municipalities, a review is to be conducted of the whole of the system, with five years after the enforcement of this Act as a target, including the scope of Insured Persons and persons eligible to receive Insurance Benefits, the content and level of Insurance Benefits, and the manner of bearing insurance premiums and Levies (including insurance premiums (including National Health Insurance tax collected pursuant to the provisions of the Local Tax Act) or contributions collected pursuant to the provisions of the Medical Insurance Acts for appropriation to their payment), and necessary measures such as revision are to be taken based on the results.
介護保険制度については、要介護者等に係る保健医療サービス及び福祉サービスを提供する体制の状況、保険給付に要する費用の状況、国民負担の推移、社会経済の情勢等を勘案し、並びに障害者の福祉に係る施策、医療保険制度等との整合性及び市町村が行う介護保険事業の円滑な実施に配意し、被保険者及び保険給付を受けられる者の範囲、保険給付の内容及び水準並びに保険料及び納付金（その納付に充てるため医療保険各法の規定により徴収する保険料（地方税法の規定により徴収する国民健康保険税を含む。）又は掛金を含む。）の負担の在り方を含め、この法律の施行後五年を目途としてその全般に関して検討が加えられ、その結果に基づき、必要な見直し等の措置が講ぜられるべきものとする。
