With regard to the application of the provisions of Article 17, paragraph (4), item (i), (a) of the Employment Insurance Act as amended by Article 1 (hereinafter referred to as the "new Employment Insurance Act") to a former qualified recipient who was an insured short-time worker on the day of separation from service pertaining to the recipient qualification, the provisions then in force continue to govern.
