a person who has committed a wrongful or significantly unjustifiable act in relation to the laws and regulations relating to immigration or labor within five years prior to the day of applying for the registration set forth under Article 19-23, paragraph (1);
第十九条の二十三第一項の登録の申請の日前五年以内に出入国又は労働に関する法令に関し不正又は著しく不当な行為をした者
a person who has committed a wrongful or significantly unjustifiable act in relation to the laws and regulations relating to immigration or labor
within five years prior to the day of applying for the registration set forth under Article 19-23, paragraph (1), and for whom five years have not yet passed since the day of committing that act;第十九条の二十三第一項の登録の申請の日前五年以内に出入国又は労働に関する法令に関し不正又は著しく不当な行為をした日から起算して五年を経過しない者
