    a person who has been sentenced to a fine pursuant to the provisions of the Immigration Control or Refugee Recognition Act or the Act on Proper Technical Intern Training and Protection of Technical Intern Trainees (Act No. 89 of 2016; hereinafter referred to as the "Technical Intern Training Act") or the provisions of other laws and regulations relating to immigration or labor (except for the provisions prescribed in item (iv)), which are specified by Cabinet Order or the provisions of an order based on these provisions, and for whom five years have not yet passed since the date of having paid the fine or having ceased to be liable to pay the fine;

    出入国管理及び難民認定法若しくは外国人の技能実習の適正な実施及び技能実習生の保護に関する法律（平成二十八年法律第八十九号。以下「技能実習法」という。）の規定その他出入国若しくは労働に関する法律の規定（第四号に規定する規定を除く。）であつて政令で定めるもの又はこれらの規定に基づく命令の規定により、罰金の刑に処せられ、その執行を終わり、又は執行を受けることがなくなつた日から起算して五年を経過しない者
