Act on Prohibition of Unauthorized Computer Access

アクセス制御機能（あくせすせいぎょきのう）

A feature that an access administrator (アクセス管理者) adds to a computer connected to a telecommunications line (電気通信回線), or to another such computer linked to it over the line, to control its use automatically: it checks that the code a person enters is the identification code (識別符号) for that use, or a code made from one by the administrator's method combined with part of it, and then lifts all or part of the restrictions on that use.

特定電子計算機の特定利用を自動的に制御するために当該特定利用に係るアクセス管理者によって当該特定電子計算機又は当該特定電子計算機に電気通信回線を介して接続された他の特定電子計算機に付加されている機能であって、当該特定利用をしようとする者により当該機能を有する特定電子計算機に入力された符号が当該特定利用に係る識別符号（識別符号を用いて当該アクセス管理者の定める方法により作成される符号と当該識別符号の一部を組み合わせた符号を含む。次項第一号及び第二号において同じ。）であることを確認して、当該特定利用の制限の全部又は一部を解除するもの

不正アクセス行為（ふせいあくせすこうい）

Any of the three acts listed in Article 2(4): over a telecommunications line (電気通信回線), entering another person's identification code (識別符号), or information or a command that gets around an access control feature (アクセス制御機能), into a computer so as to make possible a use of it that the feature restricts, unless the access administrator (アクセス管理者) who added the feature does it or consents to it (or, where another person's code is entered, the authorized user (利用権者) the code belongs to consents).

次の各号のいずれかに該当する行為

アクセス管理者（あくせすかんりしゃ）

The person who manages how a computer connected to a telecommunications line (電気通信回線) operates, as regards its use through that line.

電気通信回線に接続している電子計算機（以下「特定電子計算機」という。）の利用（当該電気通信回線を通じて行うものに限る。以下「特定利用」という。）につき当該特定電子計算機の動作を管理する者

特定電子計算機（とくていでんしけいさんき）

A computer connected to a telecommunications line (電気通信回線).

識別符号（しきべつふごう）

A code that an access administrator (アクセス管理者) assigns to each authorized user (利用権者), and to itself, so that it can tell them apart: a code the administrator says must not be carelessly disclosed to others, a code made by the administrator's method from an image of all or part of the person's body or from their voice, or one made that way from their signature, or any of these combined with other codes.

特定電子計算機の特定利用をすることについて当該特定利用に係るアクセス管理者の許諾を得た者（以下「利用権者」という。）及び当該アクセス管理者（以下この項において「利用権者等」という。）に、当該アクセス管理者において当該利用権者等を他の利用権者等と区別して識別することができるように付される符号であって、次のいずれかに該当するもの又は次のいずれかに該当する符号とその他の符号を組み合わせたもの

利用権者（りようけんしゃ）

A person whom the access administrator (アクセス管理者) of a computer connected to a telecommunications line (電気通信回線) has permitted to use that computer through the line.

特定利用（とくていりよう）

Use of a computer connected to a telecommunications line (電気通信回線) that is made through that line.

利用権者等（りようけんしゃとう）

In Article 2(2), an authorized user (利用権者) together with the access administrator (アクセス管理者) who manages the use of the computer concerned.

事例分析（じれいぶんせき）

A technical investigation and analysis of how an act of unauthorized computer access (不正アクセス行為) was carried out, why it happened and similar matters, needed for the assistance a prefectural public safety commission (都道府県公安委員会) gives an access administrator (アクセス管理者) under Article 9(1).

当該援助に係る不正アクセス行為の手口、それが行われた原因等に関する技術的な調査及び分析を行うこと

方面（ほうめん）

One of the areas, five at most, into which Hokkaido (道) is divided for police work under the main clause of Article 51(1) of the Police Act; in an area other than the one containing the Hokkaido Police Headquarters (道警察本部), the assistance in Article 9 is given by that area's public safety commission (方面公安委員会).
