改正法
Short name for the Act Partially Amending the Immigration Control and Refugee Recognition Act (Act No. 74 of 2014), in Article 2 of the supplementary provisions (附則) of this Ministerial Order.
A person who meets the criteria a separate Ministry of Justice Order (法務省令) sets for people with especially high professional ability; under Article 1, paragraph (1), being one meets the criteria for Highly Skilled Professional (i) without the points tables.

The creation of innovation as defined in Article 2, paragraph (5) of the Act on Vitalizing the Creation of Science, Technology, and Innovation, which adopts the definition in Article 2, paragraph (1) of the basic Act on science, technology and innovation (科学技術・イノベーション基本法, Act No. 130 of 1995): creating new value through scientific discoveries or inventions, the development of new goods or services and other creative activity, and spreading it so as to bring about major change in the economy and society.

A small and medium-sized enterprise as defined in Article 2, paragraph (1) of the Small and Medium-sized Enterprise Basic Act: broadly, a company with capital of up to 300 million yen, or a company or individual business with up to 300 regular employees, in manufacturing, construction, transport and other industries; the limits are 100 million yen or 100 employees in wholesale, 50 million yen or 100 employees in services, and 50 million yen or 50 employees in retail.

専門職学位
A professional degree (専門職学位) as defined in Article 5-2 of the Degree Regulations (学位規則, Ministry of Education Order No. 9 of 1953) — the degree awarded on completing a course at a professional graduate school, such as a Master's (Professional), a Juris Doctor (Professional) from a law school or a Master of Education (Professional) — including an equivalent degree awarded abroad.

The date of the step concerned under the Immigration Control and Refugee Recognition Act: an application for a certificate of eligibility (Article 7-2, paragraph (1)), a change of status of residence (Article 20, paragraph (2)), an extension of the period of stay (Article 21, paragraph (2)), the acquisition of a status of residence (Article 22-2, paragraph (2), including as applied under Article 22-3) or special permission to stay (Article 50, paragraph (2)), a decision on an objection about landing (Article 11, paragraph (3)), or a permission to acquire a status of residence (Article 61-2-5, paragraph (1)); the points table looks at the business year before the one in which this date falls.
For one business year, the ratio of the total of testing and research expenses (試験研究費) and development expenses (開発費) — the development expenses defined in Article 14, paragraph (1), item (iii) of the Order for the Enforcement of the Corporation Tax Act together with costs specially spent to start a new business — to revenue, meaning total revenue less revenue from selling fixed assets or securities as defined in Article 2, item (xxi) of the Corporation Tax Act.

Any of the grants Article 1 sets the Highly Skilled Professional (i) criteria for: a seal of verification for landing or a landing permission under Chapter III, Section 1 or 2 of the Immigration Control and Refugee Recognition Act (where it decides a status of residence), a permission under Chapter IV, Section 2 of that Act (such as a change of status of residence or an extension of the period of stay), special permission to stay under Article 50, paragraph (1) (where it decides a status of residence), or a permission to acquire a status of residence under Article 61-2-5, paragraph (1).
In the criteria for Highly Skilled Professional (i)(a) and (i)(b) activities (research or education, and specialist or technical work), the public or private organization abroad (外国の公私の機関) from which a member of its staff is transferred to be taken on by the contracting organization (契約機関) in Japan.

学術論文データベース
A collection of information on academic papers, organized systematically so that it can be searched by computer; the points table counts papers in academic journals registered in such a database that Japan's national government bodies use.

An author of a paper who takes responsibility for it and can answer questions about it; the points table counts only papers of which the foreign national is the responsible author.
In the criteria for Highly Skilled Professional (i)(c) activities (running or managing a business), the public or private organization abroad (外国の公私の機関) from which a member of its staff is transferred to be taken on by the organization for activities (活動機関) in Japan.

The public or private organization in Japan (本邦の公私の機関) at which the foreign national carries on the activities in item (i)(c) of the Highly Skilled Professional (高度専門職) entry of Appended Table I(2) of the Immigration Control and Refugee Recognition Act: running a trade or other business, or managing one.

The permission under Article 12, paragraph (1) (special permission to land) or Chapter IV, Section 2 (such as a change of status of residence) of the Immigration Control and Refugee Recognition Act for a foreign national who is to carry on Highly Skilled Professional (ii) activities; Article 2 sets the criteria the person must meet when it is granted.
The Immigration Control and Refugee Recognition Act as it stood before its amendment by the Act Partially Amending the Immigration Control and Refugee Recognition Act (Act No. 74 of 2014).
A Japanese national qualification (国家資格) that laws and regulations (法令) reserve to its holders: anyone who does not hold it may not do the work or acts it covers, or may not use its title.

Short name for Ministry of Justice Order No. 16 of 1990, which sets the criteria referred to in Article 7, paragraph (1), item (ii) of the Immigration Control and Refugee Recognition Act: the criteria a foreign national coming to Japan for the activities in Appended Table I(2) or I(4) of that Act must meet to be allowed to land.

Short name for the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Special Act on the Immigration Control of, Inter Alia, Those Who Have Lost Japanese Nationality Pursuant to the Treaty of Peace with Japan (Act No. 56 of 2023); Ministry of Justice Order No. 37 of 2024 came into effect on the day that Act did, 10 June 2024.
